This report presents the results of the second review of the Marine Corps Science and Technology program. The first review was conducted in 2000. The 2003 assessment examines the overall Marine Corps S&T program, the littoral combat future naval capability, the core thrusts of the program, and basic research activities.

Book excerpt: This review of the Science and Technology (S&T) program of the Office of Naval Research's (ONR's) Expeditionary Warfare Operations Technology Division, Code 353, comes at a time of considerable change in the Marine Corps and in ONR, which are currently in the midst of significant transitions. The Marine Corps is making plans to equip and train for engaging in a new style of warfare known as Operational Maneuver From the Sea (OMFTS) and for performing a wide variety of missions in urban settings, ranging from humanitarian assistance to combat and mixes of these suggested by the term three-block war. During 1999, ONR assumed management of that portion of the Marine Corps S&T program that had not been assigned several years earlier to the Marine Corps Warfighting Laboratory (MCWL). In 2002, control of most of ONR's advanced development funding (6.3), and of much of its exploratory development funding (6.2), will move from ONR's line divisions, of which Code 353 is one of many, to 12 new program offices, each dedicated to demonstrating technologies for future naval capabilities (FNCs). Given these changes, it is not surprising that some of the projects inherited recently by ONR, and assessed by the Committee for the Review of ONR's Marine Corps Science and Technology Program under the auspices of the Naval Studies Board of the National Research Council, differed from the customary ONR project and were more akin to preacquisition or acquisition support than to S&T. It is also not surprising that Code 353 could not articulate its plans for future investments clearly and concisely, given the current uncertainty about the content of and funding level for FNCs. The Marine Corps S&T program supports the five imperatives for technology advancement that the Marine Corps Combat Development Command (MCCDC) has identified as prerequisites for the transition to OMFTS: maneuver, firepower, logistics, training and education, and command and control. The committee supports investment in these areas and, in the report's discussions and recommendations, follows the five imperatives.

We investigate channel estimation and equalization algorithms of ultra-wideband radio with pulse position modulation. We propose a completely blind channel estimation method based on the first-order cyclostationarity in the received signal. In contrast to other blind UWB channel estimation methods, our algorithm exhibits low complexity and is robust for channels with large numbers of taps. We investigate equalization by introducing a discrete-time equivalent model for time-hopping pulse-position-modulated UWB systems. This equivalent model views the transmitter-channel-receiver system at symbol rate. The computational complexity is reduced by processing the received data at symbol rate instead of chip rate. Symbol detection techniques including decision feedback equalization and maximum likelihood detection are evaluated and compared with correlation detection. Chapter 1 is an introduction to UWB systems, including the development of the technology, current research topics, and recent applications. Chapters 2 and 3 study the channel estimation and equalization problems, respectively. Chapter 4 summarizes the thesis and presents possible future work.

Furthermore, synchronization circuits comprehend such a large part of the receiver hardware that their implementation has a substantial impact on the overall costs. For these reasons design engineers are particularly concerned with the development of new and more efficient synchronization structures. Unfortunately, the advent of digital VLSI technology has radically affected modem design rules, to a point that most analog techniques employed so far have become totally obsolete. Although digital synchronization methods are well established by now in the literature, they only appear in the form of technical papers, often concentrating on specific performance or implementation issues. As a consequence they are hardly useful to give a unified view of an otherwise seemingly heterogeneous field. It is widely recognized that a fundamental understanding of digital synchronization can only be reached by providing the designer with a solid theoretical framework, or else he will not know where to adjust his methods when he attempts to apply them to new situations. The task of the present book is just to develop such a framework.

Book excerpt: Today’s booming expanse of personal wireless radio communications is a rich source of new challenges for the designer of the underlying enabling te- nologies. Personal communication networks are designed from a fundam- tally different perspective than broadcast service networks, such as radio and television. While the focus of the latter is on reliability and user comfort, the emphasis of personal communication devices is on throughput and mobility. However, because the wireless channel is a shared transmission medium with only very limited resources, a trade-off has to be made between mobility and the number of simultaneous users in a con?ned geographical area. Accord- 1 ing to Shannon’s theorem on channel capacity, the overall data throughput of a communication channel bene?ts from either a linear increase of the tra- mission bandwidth, or an (equivalent) exponential increase in signal quality. Consequently, it is more bene?cial to think in terms of channel bandwidth than it is to pursue a high transmission power. All the above elements are embodied in the concept of spatial ef?ciency. By describing the throughput of a system 2 in terms of bits/s/Hz/m , spatial ef?ciency takes into account that the use of a low transmission power reduces the operational range of a radio transmission, and as such enables a higher reuse rate of the same frequency spectrum.
