The intent is to provide a better understanding of how local political and economic institutions shape the ability of Chinese state-owned firms to utilize foreign direct investment (FDI) to remake themselves in the transition from inefficient and technologically backward firms into powerful national champions. In a global economy, the author argues, local governments are increasingly the agents of industrial transformation at the level of the firm. Local institutions are durable over time, and they have important economic consequences. Through an analysis of five Chinese regions, the treatment seeks to specify the opportunities and constraints that alternative institutional structures create, how they change over time, and ultimately, how they prepare Chinese firms for the challenge of global competition.

The Changing Role of the Korean State finds that the explosion of contentious civil society after democratization coeval with the outbreak of the financial crisis following rapid economic growth, are closely associated with the decline of developmentalism. Despite these profound changes, however, the Korean state has not totally relinquished its control over the society and the market. Rather, although its methods have been altered it remains to be highly interventionalist and regulatory in nature. The state continues to use its influence to restructure the socio-economic system and rationally manage spatial arrangements. The book amply demonstrates the residual legacy of the developmental state in Korea, and it is unlikely that Korea will ever accept the western liberalist concept of a state which limits its function to that of a referee for the spontaneous operation of the civil society and the market. The contributors of this edited volume delineate the shifting role of the Korean state from the developmental state, which led economic development by guiding investment in strategic industries through various means, to a slightly subtler role as a regulator, supervising the operation of the market in the changing economic environment. Individual chapters presented here address this changing but nonetheless vital role that the state plays in managing the variety of modern socio-economic life in South Korea. The party-state now faces a fundamental tension in its pursuit of social stability and regime durability. Repressive state strategies enable the Chinese Communist Party to maintain its monopoly on political power, yet the quality of governance and regime legitimacy are enhanced when the state adopts more inclusive modes of engagement with society. Based on a dynamic typology of state–society relations, this volume adopts an evolutionary framework to examine how the Chinese state relates with non-state actors across several fields of governance. Drawing on original fieldwork, the authors identify areas in which state–society interactions have shifted over time, ranging from more constructive engagement to protracted conflict. This evolutionary approach provides nuanced insight into the circumstances wherein the party-state exerts its coercive power versus engaging in more flexible responses or policy adaptations.

Mainstream narratives have no plausible account of how to stop exacerbating the multiple, overlapping challenges; much less begin to address them meaningfully. The only thing everyone agrees is innovation will be needed. But what is innovation? Usually, it is understood as new technologies that will ‘solve’ specific ‘problems’ – and, it is hoped, return life to a ‘business as usual’ of progress in individual freedom and wealth. But innovation is a thoroughly social process with profound implications for the arrangement of power in a society, hence shaping the emergence of new social systems. Exploring evidence from the key arenas of low-carbon innovation, including in the pivotal location of a rising China, this book describes the global systemic crisis of a neoliberal world order and the embryonic emergence of an alternative global power regime of a ‘liberalism 2.0’. This augurs both a web 2.0-based revitalization of the classical liberalism of the nineteenth century and new Dickensian inequalities and injustices. Against hopes that the present is a ‘revolutionary’ moment, therefore, political engagement with this emerging power regime is thus presented as the most productive strategy for a progressive twenty-first century politics.

Book excerpt: Today's China is governed by a new economic model that marks a radical break from the Mao and Deng eras; it departs fundamentally from both the East Asian developmental state and its own Communist past. It has not, however, adopted a liberal economic model. China has retained elements of statist control even though it has liberalized foreign direct investment more than any other developing country in recent years. This mode of global economic integration reveals much about China’s state capacity and development strategy, which is based on retaining government control over critical sectors while meeting commitments made to the World Trade Organization. In China's Regulatory State, Roselyn Hsueh demonstrates that China only appears to be a more liberal state; even as it introduces competition and devolves economic decisionmaking, the state has selectively imposed new regulations at the sectoral level, asserting and even tightening control over industry and market development, to achieve state goals. By investigating in depth how China implemented its economic policies between 1978 and 2010, Hsueh gives the most complete picture yet of China's regulatory state, particularly as it has shaped the telecommunications and textiles industries. Hsueh contends that a logic of strategic value explains how the state, with its different levels of authority and maze of bureaucracies, interacts with new economic stakeholders to enhance its control in certain economic sectors while relinquishing control in others. Sectoral characteristics determine policy specifics although the organization of institutions and boom-bust cycles influence how the state reformulates old rules and creates new ones to maximize benefits and minimize costs after an initial phase of liberalization. This pathbreaking analysis of state goals, government-business relations, and methods of governance across industries in China also considers Japan’s, South Korea’s, and Taiwan’s manifestly different approaches to globalization.

Book excerpt: After the miraculous economic growth known as the Beijing Consensus, China is now facing a slowdown. The attention has moved to the issue of the middle income trap. This book deals with this interesting issue in the context of China. It also discusses China's limitations and future prospects, especially after the rise of a new "cold war" between China and the US, namely the question of whether China would fall into another trap called the "Thucydides trap", or conflict with the existing hegemon as a rising power. In sum, this book plays around three key terms, namely, the Beijing Consensus, the Middle Income Trap, and the Thucydides trap, and applies a Schumpeterian approach to these concepts. It also conducts a comparative analysis that examines China from an "economic catch-up" perspective. An economic catch-up starts from learning and imitating a forerunner, but finishing the race successfully requires taking a different path along the road. This act is also known as leapfrogging, which implies a latecomer doing something different from, and often ahead of, a forerunner. Technological leapfrogging may lead to technological catch-up, which means reducing the technological gap, and then finally to economic catch-up in living standards (per capita income) and economic size (GDP: economic power). This linkage from technological leapfrogging and catch-up to economic catch-up corresponds exactly with a similar linkage from the Beijing Consensus to escaping (or not) the middle income and the Thucydides traps. One conclusion from this book is that China's successful rise as a global industrial power has been due to its strategy of technological leapfrogging, which has enabled China to move beyond the middle income trap and possibly the Thucydides trap, although at a slower speed.
