The author has done a great deal of work exposing the ills of African leaders and their western collaborators which brought Africa to her pitiable state of underdevelopment. Until corruption is greatly minimised in the continent and science and technology embraced; Africa will never achieve sustainable development. No one can do it for Africa except Africans themselves.

While some regions make strides towards improving the living conditions of their citizens, Sub-Saharan Africa, for instance, is still trapped in poverty with more than 40% of its 600 million people living below the internationally recognized absolute poverty line of one US dollar per day. Poor governance and corruption should be highlighted as the most important systemic factors contributing to poverty in developing countries. As a result the institutional foundations of these countries are weakened, public funds are misappropriated, and policies and programs aimed at reducing poverty and fostering sustainable economic growth are undermined. It is therefore not surprising that a 2008 Transparency International report found a direct link between corruption and the failure of the societal institutions designed to achieve the Millennium Development Goals in the majority of developing countries. This book investigates the problems of democratic governance, particularly as they relate to corruption, and also whether democracy should be based on universal principles or local context and historical factors. It also analyses the rule of law, in promoting democratic governance and curbing corruption and if governmental, non-governmental organizations, and civil societies are effective in promoting democratic governance and curbing corruption. This book will go beyond identifying the challenges and offer plausible solutions that could be adapted to various developing countries. Book excerpt: Undoubtedly, Africa has experienced its fair share of pains during the process of world development. As it remains the most underdeveloped continent, with disproportionate levels of intimidation, domination and all that goes with underdevelopment, this book attempts to discover why. While even Asia, an ex-colonised part of the world has evolved into tigers, Africa remains the epicentre for bad policies, corruption, financial insolvency, poor governance and poverty. The author recognises that the negative impacts of colonialism on Africa are massive, but voices that ex-colonies like India and other Asian countries appear to be thriving. Moreover, he has analysed meticulously and painstakingly why Africa seems to have become the perpetual underdog vulnerable to exploitation and domination by other continents. Mr Aneke attempts to find answers to Africa's development problems and state of despair by looking critically at the issues of technology and corruption in the continent. The author believes, that 250 years after Industrial Revolution that took place in England in the 18th century, Africa is still not on the world's technology radar. He argues that the diffusion of technological manuscripts to the continent has not reasonably taken place, unlike on other continents. He also links this condition to why the richest continent in terms of natural resources remains the poorest in reality. Consequently, Africa has a lot of catching up to do in this regard. Mr Aneke argues that having a powerful scientific base, technology and/or intellectual property is a precursor for development; and this is neither negotiable nor avoidable. There is no short cut. Any country that wishes to be developed must recreate the Industrial Revolution as a matter of fact, in its own way and time. Conversely, the author argues that Africa is visible in every world corruption index. According to him corruption is extreme and remains a massive threat to African development. It is interesting to note that his concerns with regards to corruption are not only limited to the stealing by corrupt leaders in Africa, but also the recipients of stolen resources abroad. In particular, he did not spare Switzerland which he considers the doyen and chief recipient of stolen resources from Africa. In his view, Switzerland is the world's most prominent producer and repairer of watches but, simultaneously, the most notorious recipient, market and repository for dirty money and other valuables. He argues that corruption must be tackled both at the point of stealing and the point of deposit. Mr Aneke also argues that it is not simplistic to talk about corruption as a major hindrance to development in Africa, because it's at extreme and remains a threat. This is a well-researched work, and a must read for all. I believe that it qualifies as a policy document for the continent. The work does not shy away from the controversial aspects of development in Africa; therefore, it is highly recommended.

Corruption is eroding the moral values of many nations and consigning many people to perpetual poverty and deprivation. To me this is a subject that is becoming more important and critical than even civics and geography in schools. It is a subject that touches and affects the morality of nations. I have a passionate concern, that, if we in Africa want to make Africa a better place to live in, then we must address this subject with the seriousness it deserves. Like any other social science, this subject should be introduced in our schools, and colleges, so that our young people, could be made acutely aware of the evils of this vice, and how it could be eradicated from our society. If this is done, our future generations will live in a much better society than we are today. There should also be programmes in place, organized by the civil society, and other agencies to educate the masses about the consequences of corruption in society. I do, however, appreciate that without available materials, my propositions could not be feasible. This book therefore, is intended to form a good source of Civic Education Material into Corruption in Africa and more specifically, in Kenya. The book has been written with those educational objectives, specifically in mind. It is the intention of this book to show that corruption poses a serious challenge in terms of the economic, political and social development in the AfricanContinent. Corruption undermines democratic institutions and good governance in the political landscape. It reduces accountability and negates representation and policymaking in the electoral process. It abrogates the rule of law in the judiciary. Corruption also encourages nepotism resulting into unequal provision of resources to the population in the public sector. The book further endeavours to show, that corruption undermines the legitimacy of government, and such democratic values as human rights, respect for therule of law, trust and tolerance. Corruption also does undermine economic development by advancing narrow and selfish economic policies and incompetence, in the delivery of services to the people. This book seeks to analyze, how corruption in public institutions, has squandered the national wealth, and impoverished the people. There is also a critical analysis on bureaucratic corruption, and how the public officers achieve their objectives, by diverting public investment away from social and people friendly projects, such as poverty reduction, education, health and housing, into capital projects, simply to attract bribes for individual benefits. The book examines institutional corruption in various departments of government, including the Police, Judiciary, Public Works, Immigration, Revenue Authority, Lands, Local Government and many other public institutions. The book also examines corruption in the public and private sectors, including public corporations, political banks, educational institutions and how the general public, have also contributed to the vice. The book further, examines corruption in other African countries, and makes, useful comparisons. It goes on to deal with measures that are being put in place, both in Kenya, and other African countries to fight corruption nationally, and internationally. The Anti-Corruption and Economic Crimes Act, and the Public Servants Ethics Act that the Kenya Government, has put in place are discussed in some detail. The role of civil society and other organizations like Transparency International, and the media in the fight against corruption are discussed. The international financial institutions, and how they have put in place mechanisms, which include economic, social and political prescriptions to developing countries, in the fight against corruption, are discussed. The book observes, that in Kenya, the General, Parliamentary, Civic and Presidential elections have just been concluded in December 2002. The elections were successful, and the people of Kenya elected what a majority of Kenyans perceive as a peoples' democratic government. The new government has therefore, the peoples' mandate to fight corruption and it has shown the willingness and the capacity to deal with the vice. This book is therefore intended to expose the true nature of the vice, how it has impoverished the Kenyan people, and how it could be eradicated. The book is also intended to show how corruption has slowed down the overall development in Africa in general. The study that was carried out in Kenya does indeed reflect the kind of problems faced by many other countries in Africa in the fight against corruption. As we examined the institutional corruption in various organizations in Kenya, similar levels of corruption were found in the same institutions in other African countries. Kenya is therefore simply a case study of what you would find, with little exception, in most African countries. For example the police corruption in Kenya had great similarities to what we found in South Africa, and Zimbabwe. The institutional corruption, found in various government departments in Kenya, was comparable, with most other African countries. Corruption found in projects funded by international organizations cut across many African countries. The corruption bug has given Africa and Kenya in particular a bad name. Everything must be done to minimize and finally eradicate corruption from the African continent.
