Written by emerging scholars and established academics, this work provides a timely and authoritative analysis of one of the most controversial and compelling security debates of the twenty-first century. Adopting a detailed case study approach, the volume examines contemporary great power relations between the US, China, Russia, India and the EU. Each chapter explores the essential nature and characteristics of individual inter-state relationships in order to explicate and appraise the empirical evidence for a putative multipolar order. The volume aims to deepen understanding of power trends and critically assess the individual inter-dynamics at play. In doing so, it critiques the various models offered, such as the hub and spoke model (with the US remaining as the primary actor) and Zakaria’s ‘networked’ model, as part of a purported ‘post-American world’. The work places each of the individual relationships into a wider strategic and political context, in relation to the continued international turbulence and change that has seemed even more prominent in recent times, taking into account the twin challenges of Brexit and the presidency of Donald Trump. It concludes by returning the focus to the central questions of if, how and when a post-American, multipolar world could develop. This volume will be of much interest to students of global security, foreign policy, and IR in general.

Book excerpt: This open access book aims to emphasize the potential for Japan, Europe and Indo-Pacific countries including the US to respond to shared domestic and international challenges on finding joint ways to uphold and develop the liberal international order (LIO) in the Asian Pacific region and the world. It explores how these countries and the region (the EU) can work together to promote solidarity and cooperation to advance democratic standards and rules-based norms globally. The US understands the LIO in a political sense and centers its focus on democracy, aiming to build a coalition of democracies opposed to China and Russia which represent a kind of authoritarian axis. The US aims both to defend the LIO and respond to the China challenge and to build a coalition of countries that will do both. In contrast European countries aim at defending the “rules-based order”—a term preferred because they fear that the concept of the LIO might alienate or antagonize non-democratic countries. They face a dilemma between working with China to reform the LIO or, in seeking to defend it from China, excluding China. Germany and France differ regarding whether to play a passive or active role in the Indo-Pacific, the former choosing to preserve peace and stability for continued exports, and, until recently, doing little to contribute to security. Its views echo those of the ASEAN countries, which are unable or unwilling to take an active role in protecting the LIO. On the contrary France, along with the UK, actively carries out presence operations in the Indo-Pacific. Rather than upholding US dominance, France supports a multipolar order that will also reduce China’s influence in the region, with France acting as a balancing power and offering an alternative to the choice between China and the United States. Japan and India show interest in European views with the former leaning more toward its allies, the US and AUKUS, and the latter seeing Europe less as an alternative to the status quo and more as a complement of QUAD. This book concludes that the US needs to build coalitions rather than forcing allies and neighbors to choose sides, while Japan, Asian countries, and Europeans should more actively reform the LIO.

The leadership of Russia claims that the objectives of transition from the former one-party socialist system to a plural multiparty democratic system and centralised planning to market economy are largely achieved. Russia is politically stable and has demonstrated how new political institutions, multiparty system are functioning under three presidents. In the initial years after the disintegration of the Soviet Union, the Russian economy passed through different phases such as crisis, boom and recovery. Russia has largely succeeded in managing its political and economic relations with “Near Abroad” which have witnessed considerable complexities over the last two decades. Russia has demonstrated that its bilateral ties with India in the political and defence sectors have been consistently cordial and close. However, trade and economic relations need to be strengthened. Notwithstanding its major achievements, Russia has been facing several problems, both in its domestic front and in its foreign relations. Some of the major problems on the domestic front are: over centralisation of power, nexus between state authorities, oligarchs and the bureaucracy, growing menace of corruption, surging political reactions by political parties and some former powerful leaders on various political issues, growing social discontent, issues between different ethnic groups, widening economic disparities among various sections of society and regions. On the external front, Russia has conflicts of interest with some former Soviet republics such as Georgia, Moldova, Ukraine and the Baltic states. Russia’s relations with the US and NATO have been highly critical on political and security related issues. There is a need for an objective and critical evaluation of how Russia has managed its domestic and foreign affairs after the collapse of the Soviet Union. What were the successes and failures of Russia in its policies and performance with regard to the social, political and economic developments in the country? This book is as attempt to assess those developments.
