First, the project staff in governments and international agencies who decide how much to invest in research on specific interventions are often not well informed about the returns to rigorous evaluation and (even when they are) cannot be expected to take full account of the external benefits to others from new knowledge. This leads to under-investment in evaluative research. Second, while standard methods of impact evaluation are useful, they often leave many questions about development effectiveness unanswered. The paper proposes ten steps for making evaluations more relevant to the needs of practitioners. It is argued that more attention needs to be given to identifying policy-relevant questions (including the case for intervention)' that a broader approach should be taken to the problems of internal validity' and that the problems of external validity (including scaling up) merit more attention.

Unfortunately, controversy regarding the promotion and application of randomized experiments (RE) has led to a sense of polarization in the development policy and evaluation community. As some proponents claim epistemological supremacy of REs (with respect to attribution) the counter reaction among others has been rejection. Needless to say, such extreme positions are counterproductive to reaching a goal that is commonly endorsed: to learn more about what works and why in development. This paper discusses the prospects and limitations of REs from the perspective of three categories of challenges in impact evaluation: delimitation and scope, attribution versus explanation, and implementation challenges. The implicit lesson is twofold. First of all, the question 'to randomize or not to randomize' is overrated in the current debate. Limitations in scope, applicability as well as implementation will necessarily restrict the use of REs in development impact evaluation. There is a risk that the current popularity of REs in certain research and policy circles might lead to a backlash as too high expectations of REs may quicken its demise. More importantly, given the nature and scope of the challenges discussed in the paper, more energy should be devoted to developing and testing 'rigorous' mixed method approaches within a framework of theory-driven evaluation.

Book excerpt: This Annual Review of Development Effectiveness (ARDE) builds on previous reviews, i.e., the 1998 review, released in a hostile environment of financial crisis, concluded that improvements in project performance cannot be enough, that improvements at a higher plane of program, and country performance should also be present; and, the 1999 review, inscribed within the Comprehensive Development Framework dilemmas, and challenges, identified practices for dealing with those challenges, namely to be based on country commitments to poverty reduction, and sustainable growth. The ARDE 2000 finds that progress was solid on a broad front, but that further progress is likely. Portfolio performance is likely to exceed the Strategic Compact target of seventy five percent satisfactory outcomes; and, sustainability, and institutional development ratings reflect improvements. Though progress is commendable, this review examines four tensions the Bank faces: learning to reconcile client, and corporate priorities; adapting global prescriptions to local conditions; balancing country performance and poverty incidence in allocating its resources; and, achieving efficiency/selectivity, seeking to implement a holistic vision of development. Bank strategies should acknowledge client needs, judicious adaptation to institutional, social, and political fronts should be pursued, and, an approach to poor-performing countries should be addressed.
