Bernell argues that US foreign policy towards Cuba cannot be viewed as an objective response to a set of challenges to US interests and principles, and is better understood as a policy that is rooted in and informed by historical understandings of American and Cuban identities, which are themselves historically contingent. Castro has assumed a very hard line and insists he will not abandon Communism, but in view of his mounting economic problems, many now wonder whether he can survive. The United States has a multitude of interests in Cuba ranging from vital national security concerns to lesser matters such as political/ideological conflicts, human rights, immigration, and narcotics. Three basic approaches have been suggested for U.S. policy: increase the pressure; maintain the status quo; and engage in a dialogue. A careful analysis of the situation in Cuba indicates that only by promoting the peaceful transition to a democratic successor government in Cuba can U.S. long-range interests be served. An interest-based policy would have a pro- active strategy employing the full range of the instruments of statecraft to secure the political opening needed for such an outcome.

One of the many challenges facing him/her will be the review of the U.S.-Cuba foreign policy. The new president can take U.S. policy toward Cuba in at least three distinct directions. The first is to continue with the hard-line policy. The second option would be a policy of appeasement. Starting with the removal of the embargo, this policy would formally recognize and remove all restrictions on Cuba. The third policy option is characterized by enticements. This policy would reverse the current sanctions but use the changes as "carrots" designed to entice Cuba into moving toward democracy and a free market economy. This paper argues for the second option, that the new president adopt a soft-line appeasement policy with Cuba. It is the best course of action for the U.S. because it starts shaping now for the desired future. It best supports U.S. interests and provides Castro with the best opportunity to jump into the free market system. Additionally, and most importantly, the opening of relations with Cuba will enhance human rights in that country.

Dominguez and Prevost describe how the U.S. business community, fearful of being isolated from Cuba's reinsertion in the world's capitalist markets, have united with long-standing opponents of the U.S. embargo to win the right to sell food and medicines to Cuba over the last four years. Ultimately, the authors are realists about the possibility of better relations between the U.S. and Cuba, pointing out that, short of the collapse of Cuba's current political and economic system, fundamental change in U.S. policy toward the island is unlikely in the immediate future.

Book excerpt: US Policy Towards Cuba is a comprehensive examination of U.S. policy towards Cuba after the Cold War, from 1989-2008. It discusses the competition between Congress and the executive for control of policy, and the domestic interests which shaped policymaking and led to the passage of two major pieces of legislation (the Cuban Democracy Act of 1992 and the Cuban Liberty and Democratic Solidarity Act of 1996, better known as the Helms-Burton Act) which tightened the embargo on Cuba and were fiercely resisted by U.S. allies. There is also a strong focus on migration as an issue in U.S.-Cuban relations. The book then moves on to examine U.S. policy during the second Clinton administration, when the interest group environment altered for two principal reasons. Firstly the case of the small Cuban rafter boy, Elian Gonzalez, attracted huge media coverage and led to public questioning of the wisdom of current policy, and secondly the agricultural lobby, keen to export to Cuba, lobbied for the Trade Sanctions Reform and Export Enhancement Act, which finally passed in 2000. The final section of the book analyses democracy promotion efforts under President George W. Bush. Seeking to cast light upon the US policymaking process, Gibbs demonstrates that U.S. Cuba policy represents a rather extreme example of the influence of domestic politics on policymaking, and provides a significant contribution to this important and under-researched aspect of U.S. foreign policy.

Benjamin studies this unequal relationship through 1934, by examining U.S. trade, investment, and capital lending; Cuban institutions and social movements; and U.S. foreign policy. Benjamin convincingly argues that U.S. hegemony shaped Cuban internal politics by exploiting the island's economy, dividing the nationalist movement, co-opting Cuban moderates, and robbing post-1933 leadership of its legitimacy.
