Timely and reliable information services are key to improving farmers’ knowledge of strategies to increase agricultural productivity, assisting them in accessing inputs and credit, providing early warning against pests and other shocks, and offering them critical advice on climate action. However, equitable access to knowledge, information, and technology remains challeng ing in most countries. This inequity is even more pronounced among farmers from marginalized groups, including women farmers, resulting in their limited access to climate resilience-enhancing technologies and practices. This note summarizes findings from implementers of participatory video-based extension interventions in India, Kenya, and Uganda. The findings suggest that videos targeting women farmers can reach them effectively. Still, participa tory video-based extension should be accompanied by group discussions, providing complementary inputs, and dismantling other barriers that impede women’s agency and achievements in agriculture.

Book excerpt: Despite a rapidly growing enthusiasm around applications of information and communications technologies (ICTs) to smallholder agriculture in developing countries, there are still many questions on the effectiveness of ICT-based approaches. This study assesses the effects of videomediated agricultural extension service provision on farmers’ knowledge and adoption of improved agricultural technologies and practices in Ethiopia. The study focuses on a program piloted by the Government of Ethiopia and Digital Green and poses three questions. First, to what extent does video-mediated extension lead to increased uptake of improved agricultural technologies and practices by smallholder farmers? Second, is video-mediated extension targeted at both spouses of the household more effective than when only targeted at the (typically male) household head? Third, how cost-effective is a video-mediated approach to extension provision? The study explores these questions with a randomized controlled trial designed to evaluate the video-mediated approach as applied to three priority crops (teff, wheat, maize) and three technologies (row planting, precise seeding rates, and urea dressing). The trial was implemented in 347 kebeles (village clusters) during the 2017 meher (rainy) season in Ethiopia’s four most agriculturally important regional states. Analysis of data from our surveys of 2,422 households and 896 extension agents indicates that the video-mediated approach is more effective than the conventional approach in achieving several key outcomes. Specifically, we find that videomediated extension reaches a wider audience than the conventional approach and leads to higher levels of agricultural knowledge and uptake of technologies in those kebeles randomly assigned to the program. While our results do point to greater participation and greater knowledge of female spouses in kebeles where both male and female spouses were targeted by the program, we do not find clear evidence that the more inclusive approach translated into higher uptake of the subject technologies and practices. Finally, we find that the video-mediated approach becomes less costly as the scale of operation increases.

Book excerpt: Women often have less access to agricultural information than men, constraining their participation in decision-making on crops, technologies, and practices. In the design of agricultural extension programs, women may be viewed as insignificant actors in agricultural production. Moreover, even if their role is recognized, valuable information on production does not flow freely within the household from men to women. Among groups of maize-farming households in eastern Uganda, we explore the impacts on women’s empowerment from the use of gender-responsive information and communication technologies to provide extension services, specifically videos that feature women as information providers. The research tests the relative impact of the videos, contrasting their informational effects versus their role model effects, on women’s knowledge, their agency, and their achievements in farming. The results show that targeting women with information increases their achievements in farming. However, the results for the role-model effects are mixed.

Book excerpt: Climate-smart agriculture (CSA) has been promoted as a framework to identify a set of solutions that simultaneously sustain agricultural productivity and incomes, increase the resilience of agriculture, and reduce greenhouse gas emissions. However, it has proven to be challenging to reach women farmers with information on CSA practices. This note summarizes results from a study that assessed whether participatory video-based extension approaches tailored to women’s preferred CSA approaches could reduce the gender gap in awareness and adoption of CSA practices in Kenya. The findings suggest that watching the videos increased awareness of the CSA practices promoted in the videos as well as other practices. However, watching the videos did not increase the adoption of the CSA practices. We propose strategies to strengthen the uptake of CSA practices alongside participatory video-based extension.

Book excerpt: In view of the market failures and the state failures inherent in providing agricultural extension, community-based approaches, which involve farmers' groups, have gained increasing importance in recent years as a third way to provide this service. The paper discusses the conceptual underpinnings of community-based extension approaches, highlights theoretical and practical challenges inherent in their design, and assesses the evidence available so far on their performance. The paper reviews both quantitative and qualitative studies, focusing on three examples that contain important elements of community-based extension: the National Agricultural Advisory Services program of Uganda, the agricultural technology management agency model of India, and the farmer field school approach. The review finds that in the rather few cases where performance has been relatively carefully studied, elite capture was identified as a major constraint. Other challenges that empirical studies found include a limited availability of competent service providers, deep-seated cultural attitudes that prevent an effective empowerment of farmers, and difficulties in implementing farmers' control of service providers' contracts. The paper concludes that, just as for the state and the market, communities can also fail in extension delivery. Hence, the challenge for innovative approaches in agricultural extension is to identify systems that use the potential of the state, the market, and communities to create checks and balances to overcome the failures inherent in all of them.

Book excerpt: Farming systems research and extension (FSR/E) methodology has several phases (pre-diagnostic, diagnostic, technology design, testing, and dissemination) that should include information about the sexual division of labor, resource allocation, income generation, and knowledge of farming practices; yet gender is often left out of FSR/E by both researchers and extensionists. FSR/E practitioners usually rely on extensionists to locate, interview, and select trial cooperators. The extension staff members, who tend to be predominantly men, target male farmers for these and other extension activities. Therefore, there are very few women extensionists -- women who are not trained, who are concentrated in the lower ranks, and who tend to be assigned to home economics rather than to agricultural programs. A case study from Malawi shows that it was uncommon for women to be included in FSR/E work as trial farmers or in recommendation domains. The Women in Agricultural Development Project conducted diagnostic surveys and trials that included women. It found that women could carry out trials, that they had specific problems that needed attention, that in one situation women tended to be low-resource farmers and fell into a separate recommendation domain from high-resource farmers and fell into a separate recommendation domain from high-resource male farmers, and that male researchers and extensionists could work with women farmers. Subsequently, an extension circular (Appendix A) was prepared that legitimized male extensionists' work with women farmers and suggested techniques for their doing so. Female extensionists also were encouraged to have more agricultural training and to work with women on agricultural topics.

Book excerpt: It is widely recognized that periods of crisis affect men and women differently, mediated by their access to resources and information, as well as social and institutional structures that may systematically disadvantage women from being able to access relief, institutional support, and rehabilitation. To capture the gendered impacts of the COVID-19 pandemic and lockdowns, we conducted phone surveys in seven countries spread across Asia and Africa. The study was designed as a longitudinal panel study with five rounds of data collection in Ghana, Nepal, Nigeria, and Senegal, and three rounds of data collection in Kenya, Niger, and Uganda. Both men and women were administered the same survey, with some modifications made across countries to adapt to local contexts. This report gives an overview of our findings covering several topics including income loss, coping strategies, labor and time use, food and water insecurity and child education outcomes. We find widespread reports of income loss, which declined over time, but increased again as countries experienced a resurgence in COVID-19 cases and fatality. We find that households first depleted savings when faced with income loss and over time, use of savings reduced while other measures began to be adopted. Women reported greater food and water insecurity compared to men, including worrying about insufficient food and eating less than usual. This is particularly worrying since a large proportion of women also did not have adequately diverse diets. Moderate to severe water insecurity was reported in many of the countries, and as with food insecurity, women were more likely to report issues with accessing water for drinking and other household activities. In some countries, additional modules were added to capture country specific issues of policy relevance, such agriculture extension, mental health, and child marriage. The results make it clear that proactive investments will be needed, including social safety nets, favorable credit policies, nutrition and water investments, to ensure that the crisis does not further widen the gender gap in resources and achievements in rural areas of low- and middle-income countries.

The specific needs and problems of women farmers must be addressed in the design and implementation of agricultural projects. This paper provides an overview of women farmers and their production systems, presents a framework for analysis of gender issues, suggests interventions and project components, and sets out guidelines for designing and modifying agricultural service projects.

These issues show that there are systemic problems with how our society and market are structured. The traditional way of development that focuses on profit maximization and unlimited wants has caused problems like inequality, resource depletion, and disproportionate wealth accumulation. Unlimited growth in a limited world has led us to social, economic, and ecological crises. However, degrowth, as an approach has been criticized for wanting to go back to pre-industrial times. In this context, Gandhi's ideas offer alternatives. Gandhi promotes moderation in how market activities are structured and how individual consumption practices are followed. This can help reduce the negative impact of economic activities on people and the planet, and move towards a more structured and inclusive economy.
