James, Stokely Carmichael, Miriam Makeba, Rocky Jones, and Walter Rodney. Within months of the Congress, a Black-led protest at Sir George Williams University (now Concordia) exploded on the front pages of newspapers across the country, raising state security fears about Montreal as the new hotbed of international Black radical politics.

Responding to threats requires the effective coordination of the various levers of national power. These must now go beyond the traditional diplomatic, information, military and economic levers, to involve other, non-security agencies, including those responsible for the environment, health, education and industry. Through a uniquely extensive study of countries from across the world, this book considers how nations have developed bespoke coordination mechanisms to the unique threats they face, and how these mechanisms have had to evolve as the threats change. Book excerpt: Yevgeni Vladimirovich Brik and James Douglas Finley Morrison were central figures in what was considered one of the most important Cold War operations in the West at the time. Their story, which involves espionage, intelligence tradecraft, intelligence service penetrations, double agent scenarios, and betrayal, is a piece of Cold War intelligence history that has never been fully told. Yevgeni Brik was a KGB deep cover illegal who had been dispatched to Canada in 1951. He settled in Verdun, Quebec. He eventually became the KGB Illegal Resident where he had responsibility for running a number of agents, one of whom was working on the CF-105, Avro Arrow. In 1953, he fell in love with a married Canadian woman to whom he revealed his true identity. She persuaded him to turn himself in, which resulted in his becoming a double agent, working for Canada. He was later betrayed by a Royal Canadian Mounted Police Officer, James Morrison, who sought money from the KGB to pay his debts. Brik was consequently lured back to Moscow in 1955, where he was arrested, and interrogated. Convicted of treason, a traitor’s fate awaited him, predictable, grim and final. Incredibly, he reappeared at a British Embassy as an old man in 1992, seeking Canada’s help. He was exfiltrated by a joint Canadian / British intelligence team which was headed by Donald Mahar. He was debriefed by Mahar for several months when they returned to Canada.

Book excerpt: In the past decade there have been significant changes in the operations of security and intelligence agencies throughout Europe. Those in the former Eastern Europe have undergone the most obvious changes in their targets and the legal context within which they operate, but these changes have affected all the agencies to some extent. It is these changes that will provide the context of structures and processes through which the agencies will respond to the September 11, 2001 attack on New York and Washington. This edited collection of papers by an international group of experts in the study of security and intelligence examines recent and current developments in the light of the rule of law and democracy and specifically addresses a number of common themes. Firstly, security and intelligence agencies are placed within the broader context of their parent state, including whether their powers originate in legislation or executive decree and the form of oversight. Secondly, the types of agency - civilian, military, foreign and domestic - are considered in the context of their historical development, including the transition from authoritarian to liberal state forms. Thirdly, the changes in their mandate and targets are discussed, in particular, towards 'terrorism', 'transnational organized crime' and economic intelligence. Finally, each author considers the enduring issue of how the impact of security and intelligence agencies is to be assessed in terms both of security and human rights. This book represents the first systematic attempt to present a collection of contemporary studies on the shifts in this crucial aspect of the operation of all states, and to do so within a framework of common themes. Although significant differences remain in the operation of security intelligence, all the authors highlight the common dilemmas that accompany the attempt to provide security but to do so democratically.

Kenora, Ontario, was home to a four-hundred-person march, popularly called "Canada's First Civil Rights March," and a two-month-long armed occupation of a small lakefront park. Canada's Other Red Scare shows how important it is to link the local and the global to broaden narratives of resistance in the 1960s; it is a history not of isolated events closed off from the present but of decolonization as a continuing process. Scott Rutherford explores with rigour and sensitivity the Indigenous political protest and social struggle that took place in Northwestern Ontario and Treaty 3 territory from 1965 to 1974. Drawing on archival documents, media coverage, published interviews, memoirs, and social movement literature, as well as his own lived experience as a settler growing up in Kenora, he reconstructs a period of turbulent protest and the responses it provoked, from support to disbelief to outright hostility. Indigenous organizers advocated for a wide range of issues, from better employment opportunities to the recognition of nationhood, by using such tactics as marches, cultural production, community organizing, journalism, and armed occupation. They drew inspiration from global currents - from black American freedom movements to Third World decolonization - to challenge the inequalities and racial logics that shaped settler-colonialism and daily life in Kenora. Accessible and wide-reaching, Canada's Other Red Scare makes the case that Indigenous political protest during this period should be thought of as both local and transnational, an urgent exercise in confronting the experience of settler-colonialism in places and moments of protest, when its logic and acts of dispossession are held up like a mirror.
