Constantemente se observan cambios en las necesidades y demandas ciudadanas y la composición sociodemográfica de los distritos municipales. Los consiguientes incrementos producidos en el presupuesto, en las prestaciones y servicios, así como en el personal que los atiende, hacen necesario un esfuerzo de reorganización. Este Plan contribuye no sólo a garantizar un nivel de atención social homogénero en toda la ciudad sino también a dotar al sistema de servicios sociales de una forma de actuación ágil y eficaz, orientada al ciudadano y con la perspectiva de conseguir una amplia universalización de la cobertura de estos servicios. Se estructura en dos partes. Una primera, de análisis de la situación de la partida, en la que se exponen los cambios sociodemográficos experimentados en Madrid en los últimos años, las necesidades y demandas de la población, así como las respuestas ofertadas por los servicios sociales municipales. La segunda, constituye el Plan ejecutivo, en el que se definen cuatro estrategias, cada una de las cuales se despliega en distintos programas que, a su vez, se concretan en diversas medidas: mejora de los procesos, desarrollo de los recursos humanos y materiales, desarrollo corporativo y las medidas para la gestión y coordinación de las funciones atribuidas al Ayuntamiento de Madrid.

The book compares these efforts and their results, and shows how grass-roots initiatives, alternative local movements and self-organizing urban collectives are reshaping the urban scene in dynamic, creative, innovative and empowering ways. It argues that such grass-roots initiatives are vital for generating a socially cohesive urban condition that exists alongside the official state-organized forms of urban governance. The book is thus a major contribution to socio-political literature, as it seeks to overcome the duality between community-development studies and strategies, and the solidarity-based making of a diverse society based upon the recognising and maintaining of citizenship rights. Care for Sale is an in-depth ethnography of a group of middle-class women from Latin America who exchange care and intimacy for money while working as domestic and sex workers in London.
