Book excerpt: The U.S. Air Force (USAF) proposes to construct an Over-the-Horizon Backscatter (OTH-B) radar facility in the north central region of the United States. This system, to be known as the Central Radar System (CRS), will be comprised of a transmit site, a receive site, and an operations center. This study provides an overview of the USAF's Environmental Impact Analysis Process (EIAP). The overview begins with the site selection process that occurred during the preparation of initial Draft and Final Environmental Impact Statements, which led to the selection of the transmit and receive study areas in a 1988 Record of Decision (ROD). In the Final Environmental Impact Statement (FEIS) and the ROD, the USAF made a commitment to prepare a site-specific environmental document and to conduct a number of site-specific studies in order to further define potential impacts from the proposed facilities. This report describes the process used to select specific siting areas within the two selected study areas.

The initial program which is anticipated to last until approximately 1979 requires the construction and testing of a limited coverage prototype radar system in the northeastern part of the US. The proposed transmitter site is located in Moscow/Caratunk, Somerset County, Maine. The proposed receiver/operations site is located in Washington County, Maine. If the prototype proves successful, a larger operational OTH-B radar will be built. The transmitter and receiver sites will be expanded to provide for the increased coverage. The operations function will be moved to an existing, as yet unidentified, military installation. (Author).
