S. domestic counterdrug and border security efforts. [...] In response to the Mexican government's request for increased cooperation and assistance, in October 2007 the United States and Mexico proposed the Mérida Initiative, a package of U. S. counterdrug and anticrime assistance to Mexico and Central America. [...] The four primary goals of the Mérida Initiative, as originally conceived, were to (1) break the power and impunity of criminal organizations; (2) assist the Mexican and Central American governments in strengthening border, air, and maritime controls; (3) improve the capacity of justice systems in the region; and (4) curtail gang activity in Mexico and Central America and diminish drug demand in th [...] In the Joint Explanatory Statement to P. L. 111-117, the conferees directed the Secretary of State to submit a report to within 90 days of the enactment of the Act addressing how prior Mérida funds have been used, progress to date, any planned adjustments in the uses of funds, and post-Merida plans.

Book excerpt: In October 2007, the United States and Mexico announced the Merida Initiative, a multi-year proposal for $1.4 billion in U.S. assistance to Mexico and Central America aimed at combating drug trafficking, gangs, and organized crime. On May 14, 2008, the House Committee on Foreign Affairs approved a bill, H.R. 6028 (Berman), which would authorize $1.6 billion for the Initiative from FY2008 through FY2010. The Bush Administration requested $500 million for Mexico and $50 million for Central American countries in its FY2008 supplemental appropriations request. In late June 2008, Congress appropriated $465 million in FY2008 and FY2009 supplemental assistance for Mexico and Central America in the FY2008 Supplemental Appropriations Act, H.R. 2642 (P.L. 110-252). In the act, Mexico receives $352 million in FY2008 supplemental assistance and $48 million in FY2009 bridge fund supplemental assistance, while Central America, Haiti, and the Dominican Republic receive $65 million in FY2008 supplemental assistance. The Administration has requested an additional $450 million for Mexico and $100 million for the Central American countries under the Merida Initiative in its FY2009 budget request.

Each year, thousands of Central Americans leave their countries and walk across Mexico, seeking to reach the United States. The author explores the dispossession process that drives these migrants from their homes and argues that they are caught in a kind of trap: forced to emigrate, but impeded to immigrate. This trap is discussed empirically through the analysis of immigration policies implemented by the United States government and ethnographic fieldwork carried out in some of “albergues” (shelters).
