Book excerpt: Clausewitz's concept of a military center of gravity has become a recognized tool for operational planning in the U.S. military. Both the Army and the Air Force share the same definition of what a center of gravity is, but each service has a different conceptual framework for determining it. Due to service traditions, capabilities, and limitations, there are significant divergences in opinion over what truly constitutes an enemy center of gravity and how one should approach it. This monograph briefly explores some of the doctrinal and historical bases for those differences. Operation Allied Force is presented as a case study to illustrate the respective biases of the overall commander, an Army four-star general, and the air component commander, an Air Force three-star general, and the difficulties present when there is no common consensus on a center or centers of gravity or how best to approach them. Given that such conceptual inconsistencies are likely to exist in virtually any future scenario where major Army% and Air Force elements are involved, some common ground must be found to ensure unity of effort. This monograph proposes several recommendations to alleviate friction over center of gravity concepts. Ground and air commanders must first seek to understand the underlying conceptual differences. With such an understanding, centers of gravity should be chosen based on "viability and feasibility" and, when possible, to facilitate an unbiased analysis, outside agencies should be leveraged to determine appropriate centers. The final recommendation is that identified centers of gravity be subject to continual analysis to determining their continued viability and to determining the most likely avenue for success.

In particular, does the center of gravity serve as an effective tool when applied in accordance with current military doctrine and other non-doctrinal methodologies, and how does its use help reveal causal relationships and account for the emergent properties of complex systems? Academics and military practitioners have debated the meaning and usefulness of the concept of centers of gravity since Clausewitz introduced it in the early nineteenth century. In order to understand and apply the joint doctrine for operational design as described in Joint Publication 5-0, Joint Operations Planning, the military must come to a consensus on the meaning, uses, and applicability of centers of gravity. So far this consensus has not formed, and as time passes it appears even more elusive. With the U.S. Army currently undertaking a major reworking of its operational doctrine, an opportunity exists to clarify the concept and its practical application; otherwise the term could end up trapped in the same conceptual quagmire that led to the death of "Effects Based Operations" (EBO) as a joint doctrinal concept.

However, the concept of centers of gravity is also a source of great confusion to today's military planners. The question of the usefulness of the concept of center of gravity is very relevant to today's military. The Army is currently writing new operational doctrine with centers of gravity as a key component. The military as a whole is continuing to strive towards jointness but service doctrine differs greatly regarding centers of gravity. There is an absence of common understanding among the professional officer corps on the subject. These factors make it clear that the subject is in need of clarification and evaluation in terms of its usefulness as a planning tool. This monograph argues that the concept of centers of gravity is not useful in its current state. It is not commonly understood by military planners. It is also not clearly defined in joint and service doctrine. However, this monograph also demonstrates the immense value of the concept to military planners when it is clearly defined and commonly understood. Finally, the monograph provides a proposed solution that demonstrates the fact that, when clearly defined and commonly understood, the concept is a useful tool to military planners."--Abstract

The purpose is to determine if current understanding of the concept is correct, universally accepted and correctly applied at the operational level. The scope of the paper includes an examination of historical definitions and current understanding. Further, an original definition for center of gravity is proposed together with a framework for understanding its application during conflict. A broad review of case studies is conducted to support the definition and clarify the nature of center gravity. The general concept is narrowed to focus on joint doctrine and the operational commander. In summary, it is proposed that the book shouldn't be closed with the current understanding of center of gravity. Expert military opinion is diverse. Service and joint doctrinal definitions are not consistent. While there is agreement that center of gravity is important and must be defeated to win the war, the question of 'What is the center of gravity?' is open to almost limitless interpretation. Failure of the United States to understand the center of gravity was largely responsible for defeat in Vietnam. The current institutionalized misunderstanding of the concept of center of gravity could negatively impact the outcome of future conflicts. To conclude, center of gravity must be refined in joint doctrine. Also, guidance for the operational commander must focus more closely on the center of gravity and the various options available for its defeat. Clarifying center of gravity is critical to the future of US joint warfare and operations.
