Book excerpt: Within the last decade, centerline rumble strips have become increasingly prevalent as a safety countermeasure on undivided roadways throughout the United States. Within the state of Georgia, nearly 200 miles of centerline rumble strips have been installed in an effort to address the severity and frequency of crashes involving the centerline. With several thousands of miles of new installations throughout the nation in the last decade, much literature on this subject is still being amassed. This paper will compile and summarize existing literature in order to provide a thorough overview of the latest information from around the United States regarding the safety, usage, and impacts of centerline rumble strips. Furthermore, this paper seeks to comprehensively determine the safety impacts of centerline rumble strips on undivided, rural highway facilities in the state of Georgia. This portion of the study will prepare an updated inventory of centerline rumble strip installations in Georgia and perform a before-after study using three methods: a direct before-after analysis, a comparison before-after analysis, and a comparative analysis. These analyses will incorporate data from crash databases, police records, and traffic records to produce results unique to Georgia. Lastly, this paper will determine the current status of centerline rumble strips and the potential short- and long-term safety, physical, and unintended effects of centerline rumble strips both in the state of Georgia and throughout the United States through a survey sent to all fifty state transportation agencies. Through literature compilation, safety analyses, and findings on the effects of centerline rumble strips, this paper will aid in the future of centerline rumble strips within Georgia and the United States.

Book excerpt: TRB's National Cooperative Highway Research Program (NCHRP) Synthesis 339: Centerline Rumble Strips (CLRS) examines current design, installation, configuration, dimension, and visibility issues associated with CLRS. The report addresses the need for guidance on warrants, benefits, successful practices, and concerns such as external noise and the reduced visibility of centerline striping material. Also addressed are pavement deterioration, ice buildup in the grooves, adverse impact on emergency vehicles, and the effect of CLRS on bicyclists. Particular attention was paid to available before-and-after CLRS installation crash data to document the safety aspects of CLRS and the availability of policies, guidelines, warrants, and costs regarding their use and design.

Book excerpt: The research documented in this report was conducted as part of the Federal Highway Administration (FHWA) Evaluation of Low-Cost Safety Improvements Pooled Fund Study (ELCSI-PFS). The FHWA established this pooled fund study in 2005 to conduct research on the effectiveness of the safety improvements identified by the National Cooperative Highway Research Program Report 500 Guides as part of the implementation of the American Association of State Highway and Transportation Officials Strategic Highway Safety Plan. The ELCSI-PFS studies provide a crash modification factor (CMF) and benefit-cost (B/C) economic analysis for each of the targeted safety strategies identified as priorities by the pooled fund member states. The combined application of centerline and shoulder rumble strips evaluated under this pooled fund study is intended to reduce the frequency of crashes by alerting drivers that they are about to leave the travelled lane. Geometric, traffic, and crash data were obtained at treated two-lane rural road locations in Kentucky, Missouri, and Pennsylvania. The results of this evaluation show that head-on, run-off-road, and sideswipe-opposite-direction crashes were significantly reduced, and application of centerline and shoulder rumble strips also has potential to reduce crash severity for all types of crashes.

Book excerpt: This evaluation determined the change in crash frequency, type or severity associated with longitudinal rectangular rumble strips on rural two-lane undivided and rural four-lane divided Minnesota roadways constructed between 2012 and 2018. Crash Modification Factors (CMFs) were estimated using cross-sectional analysis to compare crash experience of locations with (i.e., centerline only, centerline + shoulder, or shoulder only) and without rectangular rumble strips. The cross-sectional analysis matched sites with and without rumble strips using matched-pair comparisons. Negative Binomial (NB) or Poisson log-linear regression models were used to model the crashes at all treatment and non-treatment sites. There was a total of approximately 1,200 miles of treated (i.e., centerline only, centerline + shoulder, or shoulder only) and untreated sites on rural two-lane roads and approximately 35 miles of treated (i.e., shoulder rumble strips) and untreated sites on rural four-lane divided roads. On rural two-lane undivided roads, the CMF for centerline + shoulder rumble strips was 0.73 for all crashes; shoulder only rumble strips had a CMF of 0.68 for all crashes. For single vehicle run-off-the-road crashes on rural two-lane highways, the CMF for rumble strips on the centerline + shoulder was 0.68; the CMF for shoulder only rumble strips was 0.76. The CMF for head-on, or opposite direction sideswipe crashes on rural two-lane roads with centerline and shoulder rumble strips was 0.64. On rural four-lane divided roads, the CMF for shoulder rumble strips for all crashes was 0.66 and 0.40 for single vehicle run-off-the-road crashes.

Book excerpt: In an effort to reduce lane-departure crashes, in 2008 the Michigan Department of Transportation (MDOT) began a three-year statewide non-freeway rumble strip installation initiative. This initiative called for the installation of milled centerline rumble strips on all rural non-freeway highways with a posted speed limit of 55 mph and a paved roadway width greater than 20 ft and shoulder rumble strips on roadways with paved shoulders that were at least 6 ft wide. Approximately 5,400 miles of non-freeway roadways were ultimately included in this rumble strip installation initiative. As this initiative was believed to be the largest of its kind in the United States at the time, it was important for MDOT to evaluate the impacts associated with the rumble strip installations to provide guidance for future implementation both within Michigan and other states. The objectives of this study included: Identification and analysis of "Before" traffic crashes; Assessment of impact of rumble strips on driver behavior, bicyclist safety, roadside noise, and shortterm pavement performance. Several field data collection efforts were undertaken in order to accomplish the objectives. Based on the results of the evaluation, it is concluded that rumble strips on high-speed non-freeway highways improves driver performance on most highways and traffic scenarios. Vehicles produced higher levels of roadside noise when traveling over the rumble strips compared to normal passbys. The rumble strip noise typically did not exceed the roadside noise level produced by tractor trailer trucks traveling on normal highways. Finally, centerline rumble strips did not contribute to short-term transverse cracking are in asphalt pavements. Three years of "Before" crash data were analyzed to identify the target crashes that is expected to be alleviated by the installation of centerline rumble strips on MDOT's high-speed trunkline (non-freeway) system.

Book excerpt: "A centerline rumble strip (CLRS) is primarily installed on the centerline of undivided two-lane and two-way roadways to alert drivers that they are moving out of their intended travel lane. The main purpose of CLRSs is to reduce cross-over collisions, such as head-ons, opposite-direction sideswipe, and front-to-side crashes, typically caused by inattentive, distracted, drowsy, or fatigued drivers. Despite the safety benefits, CLRSs that were milled over or adjacent to the centerline joint may increase or accelerate the deterioration and degradation of the pavement structure, which has been observed in Nebraska pavements. In this research project, new (or modified) CLRS designs were sought to reduce pavement damage, while satisfying the safety purpose of CLRSs. ... Model simulation results demonstrated that pavements with CLRSs showed higher stress than pavements without CLRSs. In addition, each CLRS design induced different stress distributions (and damage potential) due to different tire-pavement contact. ... This research provides preliminary insights into how a modified CLRS design can reduce the pavement damage, while the findings should be validated through field testing in a follow-up effort" (leaf ii).
