Book Formula Grants Census Data are Among Several Factors That Can Affect Funding Allocations

Download or read book Formula Grants Census Data are Among Several Factors That Can Affect Funding Allocations written by Robert Goldenkoff and published by DIANE Publishing. This book was released on 2010 with total page 16 pages. Available in PDF, EPUB and Kindle. Book excerpt: The fed. gov¿t. has annually distributed over $300 billion in fed. assistance through grant programs using formulas driven in part by census population data. The U.S. Census Bureau puts forth tremendous effort to conduct an accurate count of the nation's population, yet some error in the form of persons missed or counted more than once is inevitable. Because many fed. grant programs rely to some degree on population measures, shifts in population, inaccuracies in census counts, and methodological problems with population estimates can all affect the allocation of funds. This testimony discusses: how census data are used in the allocation of fed. formula grant funds; and how the structure of the formulas and other factors can affect those allocations. Illus.

Book excerpt: Many federal assistance programs are funded by formula grants that have historically relied at least in part on population data from the decennial census and related data to allocate funds. In June 2009, the Census Bureau reported that in FY 2007 the fed. gov¿t. (FG) obligated over $446 billion through funding formulas that rely at least in part on census and related data. This report determined: (1) how much the FG obligates to the largest fed. assistance programs based on the decennial census and related data, and how the Recovery Act changed that amount; and (2) what factors could affect the role of population in grant funding formulas. The report identified the 10 largest fed. assistance programs in FY 2008 and 2009. Charts and tables.

Book excerpt: Pursuant to a congressional request, GAO provided information on the use of the Bureau of the Census' 1990 census Post Enumeration Survey, focusing on the: (1) uses of population-related data in federal grant programs; and (2) potential implications of the proposed use of 1990 census-adjusted population data by the federal government in direct allocations to states and local governments. GAO found that: (1) in fiscal year (FY) 1991, 100 federal programs providing grants at the state and local levels used population data directly or indirectly to allocate at least some portion of their grant funds; (2) during FY 1991, the 100 programs had total estimated obligations of about $116 billion; (3) since some programs allocated only a portion of their total grants through formulas that included population data elements, the amount of funding influenced by population data was less than that total; (4) the effect of substituting 1990 adjusted population data for the decennial census data in federal funding formulas would be relatively small, because of the multiple variables involved in determining fund allocations and the fact that most federal funding formulas use data aggregated at a state level; (5) since more time has been available to perfect the methodology for adjustment, and estimates were not produced for very small geographic areas, the Bureau might be able to adjust intercensal population estimates for the FY 1990 census net undercount; and (6) any data incorporating a correction for census net undercounts will not be available before mid-1992 or early FY 1993, because of the time involved to complete the necessary methodological research.

Book excerpt: Many federal assistance programs are funded by formula grants that have historically relied at least in part on population data from the decennial census and related data to allocate funds. In June 2009, the Census Bureau reported that in fiscal year 2007 the federal government obligated over $446 billion through funding formulas that rely at least in part on census and related data. Funding for federal assistance programs continues to increase. GAO was asked to determine (1) how much the federal government obligates to the largest federal assistance programs based on the decennial census and related data, and how the Recovery Act changed that amount; and (2) what factors could affect the role of population in grant funding formulas. To answer these objectives, GAO identified the 10 largest federal assistance programs in each of the fiscal years 2008 and 2009 based on data from the President's fiscal year 2010 budget. GAO reviewed statutes, agency reports, and other sources to obtain illustrative examples of how different factors could affect the role of population data in grant funding. Appended to this report are: (1) Objectives, Scope, and Methodology; (2) Descriptions of the Largest Federal Assistance Programs; and (3) GAO Contact and Acknowledgments. (Contains 2 tables and 29 footnotes.).

Book excerpt: Decennial census data need to be as accurate as possible because the population counts are used for, among other purposes, allocating federal grants to states and local governments. The U.S. Census Bureau (Bureau) used statistical methods to estimate the accuracy of 1990 and 2000 Census data. Because the Bureau considered the estimates unreliable due to methodological uncertainties, they were not used to adjust the census results. Still, a key question is how sensitive are federal formula grants to alternative population estimates, such as those derived from statistical methods? GAO was asked to identify (1) the top 20 formula grant programs based on the amount of funds targeted by any means, and (2) the amount of money allocated for Medicaid and Social Services Block Grant (SSBG), and the prospective impact of estimated population counts from the 1990 and 2000 Censuses on state allocations for these two programs. Importantly, as agreed, GAO's analysis only simulates the formula grant reallocations. We used fiscal year 2004 Medicaid state expenditure and 2005 SSBG state allocation data, the most recent data available.
