Censorship and Conflict in Seventeenth-Century England offers a detailed picture of early modern censorship and investigates the pressures that censorship exerted on seventeenth-century authors, printers, and publishers. In the 1600s, Britain witnessed a civil war, the judicial execution of a king, the restoration of his son, and an unremitting struggle among crown, parliament, and people for sovereignty and the right to define “liberty and property.” This battle, sometimes subtle, sometimes bloody, entailed a struggle for the control of language and representation. Robertson offers a richly detailed study of this “censorship contest” and of the craft that writers employed to outflank the licensers. He argues that for most parties, victory, not diplomacy or consensus, was the ultimate goal. This book differs from most recent works in analyzing both the mechanics of early modern censorship and the poetics that the licensing system produced—the forms and pressures of self-censorship. Among the issues that Robertson addresses in this book are the workings of the licensing machinery, the designs of art and obliquity under a regime of censorship, and the involutions of authorship attendant on anonymity.

A system so pervasive that it lodged inside the authors’ heads as self-censorship, it left visible scars in the nation’s literature. With the ability of the printed word to distribute new ideas, theologies and philosophies widely and cheaply, early-modern society was quick to recognise the importance of being able to control what was published. Whilst much has been written on censorship within Catholic lands, much less scholarship is available on how Protestant territories sought to control the flow of information. In this ground-breaking study, Allyson F. Creasman reassesses the Reformation's spread by examining how censorship impacted upon public support for reform in the German cities. Drawing upon criminal court records, trial manuscripts and contemporary journals – mainly from the city of Augsburg – the study exposes the networks of rumour, gossip, cheap print and popular songs that spread the Reformation message and shows how ordinary Germans adapted these messages to their own purposes. In analysing how print and oral culture intersected to fuel popular protest and frustrate official control, the book highlights the limits of both the reformers's influence and the magistrates's authority. The study concludes that German cities were forced to adapt their censorship policies to the political and social pressures within their communities – in effect meaning that censorship was as much a product of public opinion as it was a force acting upon it. As such this study furthers debates, not only on the spread and control of information within early modern society, but also with regards to where exactly within that society the impetus for reform was most strong.

Book excerpt: At the turn of the twentieth century, the proliferation of movies attracted not only the attention of audiences across America but also the apprehensive eyes of government officials and special interest groups concerned about the messages disseminated by the silver screen. Between 1907 and 1926, seven states -- New York, Pennsylvania, Ohio, Virginia, Kansas, Maryland, and Massachusetts -- and more than one hundred cities authorized censors to suppress all images and messages considered inappropriate for American audiences. Movie studios, hoping to avoid problems with state censors, worrying that censorship might be extended to the federal level, and facing increased pressure from religious groups, also jumped into the censoring business, restraining content through the adoption of the self-censoring Production Code, also known as the Hays code.But some industry outsiders, independent distributors who believed that movies deserved the free speech protections of the First Amendment, brought legal challenges to censorship at the state and local levels. Freedom of the Screen chronicles both the evolution of judicial attitudes toward film restriction and the plight of the individuals who fought for the right to deliver provocative and relevant movies to American audiences. The path to cinematic freedom was marked with both achievements and roadblocks, from the establishment of the Production Code Administration, which effectively eradicated political films after 1934, to the landmark cases over films such as The Miracle (1948), La ronde (1950), and Lady Chatterley's Lover (1955) that paved the way for increased freedom of expression. As the fight against censorship progressed case by case through state courts and the U.S. Supreme Court, legal authorities and the public responded, growing increasingly sympathetic toward artistic freedom. Because a small, unorganized group of independent film distributors and exhibitors in mid-twentieth-century America fought back against what they believed was the unconstitutional prior restraint of motion pictures, film after 1965 was able to follow a new path, maturing into an artistic medium for the communication of ideas, however controversial. Government censors would no longer control the content of America's movie screens. Laura Wittern-Keller's use of previously unexplored archival material and interviews with key figures earned her the researcher of the year award from the New York State Board of Regents and the New York State Archives Partnership Trust. Her exhaustive work is the first to discuss more than five decades of film censorship battles that rose from state and local courtrooms to become issues of national debate and significance. A compendium of judicial action in the film industry, Freedom of the Screen is a tribute to those who fought for the constitutional right of free expression and paved the way for the variety of films that appear in cinemas today.

If one talks about censorship as a type of social control then one is "overstretching" the concept of the word, as there are a wide variety of social control measures. Thus, breeding can be regarded as censorship or God's verdict about a forbidden fruit can also be considered as a censorship act. But, since the focal point of this paper is literary censorship, a narrower meaning of the term, such as book censorship, is required. Traditionally, book censorship has been seen as a control over printed expression by authorities, and mostly by the church or government. Alec Craig emphasizes that "it is writing rather than speech that attracts authoritative attention and social pressures because it is so much more enduring and effective; and books have been subject to control of some sort wherever they have been an important medium of communication." The earliest examples of such regulations can already be found in Ancient Rome and Greece, where the works of Ovid and Socrates were suppressed, or in China, where the writings of Confucius were banned and burned by order of the emperor. However, these censorship measures were not of systematical character, and authorities in the ancient world failed to institutionalize this practice of book suppression. Not until the invention of the printing press and a consequential wide spread adoption in the usage of printing books, especially during the Reformation, was it necessary for the authorities to create a system of sharp control of the written word. Appeals for democracy and social reform were especially suspect to the authorities, so in Russia cookbooks which refered to 'free air' in ovens were censored as subversive, while in England in 1829 the censor struck from a play the remark that 'honest men at court don't take up much room'. While nineteenth-century European political censorship blocked the open circulation of much opposition writing and art, it never succeeded entirely in its aim since writers, artists and 'consumers' often evaded the censors by clandestine circulation of forbidden material and by the widely practised skill of 'reading between the lines'.

Book excerpt: Newspapers and television no longer are the only media high school students use to practice journalism. The Internet gives students another outlet for exercising their First Amendment rights. To determine the extent to which high school administrators are censoring online student publications compared to their print counterparts, an electronic survey of high school journalism teachers and advisers from around the country was conducted. A total of 93 teachers and advisers filled out a 33-question, web-based survey that explored their experiences with prior review and censorship of the two types of publications they oversee. An analysis of the study data found that administrators are more likely to exercise prior review of print publications and censor their content than they are online publications. Although just under 40% of survey respondents said their students produced an online newspaper, 86% indicated their schools do not have policies governing what students can publish online. And, 55% indicated that students have the final say over what is published online, a percentage only slightly higher than the 52.5% of respondents who said students have the final say over the content in their print publications. Overall, administrators exercise less control over online newspapers compared to print newspapers, and cede more decision-making control to students who publish online compared to students who publish in print.
