By examining the process of boundary negotiation by the international commissioners and their interactions with the borderland peoples they encountered, the book tells the story of how the Muslim world's oldest borderland was transformed into a bordered land. It details how the borderland peoples, whose habitat straddled the frontier, responded to those processes as well as to the ideas and institutions that accompanied their implementation. It shows that the making of the boundary played a significant role in shaping Ottoman-Iranian relations and in the identity and citizenship choices of the borderland peoples.

The Freedom in the World political rights and civil liberties ratings are determined through a multi-layered process of research and evaluation by a team of regional analysts and eminent scholars. The analysts used a broad range of sources of information, including foreign and domestic news reports, academic studies, nongovernmental organizations, think tanks, individual professional contacts, and visits to the region, in conducting their research. The methodology of the survey is derived in large measure from the Universal Declaration of Human Rights, and these standards are applied to all countries and territories, irrespective of geographical location, ethnic or religious composition, or level of economic development.

Book excerpt: Of all the violent disputes that have flared across the former Soviet Union since the late 1980s, the Armenia-Azerbaijan conflict is the only one to pose a genuine threat to peace and security throughout Eurasia. By right of its strategic location and oil resources, the Transcaucasus has been and will continue to be a source of interest for external powers competing to advance their geopolitical influence in the region. Under such conditions, the possibility will remain for the Armenia-Azerbaijan conflict to reignite and expand to include other powers. The ten-year conflict between Armenia and Azerbaijan has been one of the bloodiest and most intractable disputes to emerge from the breakup of the Soviet Union. Animosity that developed between the Armenians and Azeris under czarist Russian rule was fueled by the rise of a dispute over Nagorno-Karabakh, a mountainous region for which both peoples feel an intense nationalistic affinity. The attachment of the region to Azerbaijan by Stalin in 1923 became a source of deep resentment for the Armenians, and during the rule of Gorbachev, a campaign was begun to achieve the peaceful unification of Armenia and Karabakh. Azerbaijan resisted the move as a threat to its territorial integrity, and clashes that broke out soon escalated into a full-scale war that outlived the USSR itself. Although a cease-fire has been observed since May, 1994, a peaceful settlement to the conflict has been elusive. Meanwhile, by right of both the strategic location and resources and the unique security characteristics of the Transcaucasus, major external powers—Russia, Turkey, and Iran—have sought to influence the dispute according to their geopolitical interests. With the growth of interest in the oil riches of the Caspian Sea and the increasing engagement of Western countries, including the United States, the risks and implications of renewed violence between Armenia and Azerbaijan will grow. This major study will be of interest to students, scholars, and policymakers involved with international relations, military affairs, and the Transcaucasus.

The WDR has a different message: economic growth is seldom balanced, and efforts to spread it out prematurely will jeopardize progress. The Report: documents how production becomes more concentrated spatially as economies grow. proposes economic integration as the principle for promoting successful spatial transformations. revisits the debates on urbanization, territorial development, and regional integration and shows how today's developers can reshape economic geography.

In Borders and Brethren, Brenda Shaffer examines trends in Azerbaijani collective identity from the period of the Islamic Revolution in Iran through the Soviet breakup and the beginnings of the Republic of Azerbaijan (1979-2000). Challenging the mainstream view in contemporary Iranian studies, Shaffer argues that a distinctive Azerbaijani identity exists in Iran and that Azerbaijani ethnicity must be a part of studies of Iranian society and assessments of regime stability in Iran. She analyzes how Azerbaijanis have maintained their identity and how that identity has assumed different forms in the former Soviet Union and Iran. In addition to contributing to the study of ethnic identity, the book reveals the dilemmas of ethnic politics in Iran.

Naturally enough, we tend to label this hatred as armenophobia often without full awareness of the pivotal role it plays in shaping the ethnic identity of Azerbaijanis; such hatred channeled against all that pertains to Armenia stands as the nemesis of their psychological model and fuels the juxtaposition of us vs. them which is fraught with repercussions for Azerbaijanis themselves. The large archive compiled by the authors of this book a) serves as a thesaurus for an analysis of ongoing processes in the Azerbaijani society and b) allows building a temporal perspective on three levels by covering the past history, current situation and expected ramifications of the armenophobic policy pursued at the state level in Azerbaijan.
