Book excerpt: Aircraft carrier battle groups are the centerpiece of the Navy's surface force and significantly influence the size, composition, and cost of the fleet. The annualized cost to acquire, operate, and support a single Navy carrier battle group is now about $1.5 billion and will continue to increase. As defense funding declines and defense expenditures come under increased scrutiny, attention will be focused on the size and affordability of the carrier force. GAO developed information on options that policymakers may consider when deciding on the size and makeup of future naval forces, particularly the number of carriers, required to meet our national security goals in times when defense spending is being reduced. The Navy's carrier battle groups have traditionally supported the national defense strategy by providing overseas presence and a crisis response capability. Carrier battle groups consist of the carrier, its air wing of about 80 aircraft, and about 9 escort ships, including surface combatants, attack submarines, and logistics support ships. Several other ships and aircraft provide logistics and training support. At the beginning of fiscal year 1993, the Navy had seven conventional- and seven nuclear-powered carriers in its active force and an aviation training carrier. The 14 active carriers allowed for near-continuous overseas presence of at least one carrier battle group in each of the Mediterranean Sea, western Pacific Ocean, and Indian Ocean/ Arabian Sea regions. Only about 25 percent of the carriers are deployed overseas at any one time because of maintenance, training, and personnel policies.

Over the years, they have evolved to provide the National Command Authority with a wide choice of response options. This evolutionary process, facilitated by the normal personnel rotations and capability upgrades that occur between deployments, allows a Battle Group to become essentially a "new and improved" version of itself for each successive deployment. The Theodore Roosevelt Battle Group (TRBATGRU), a product of this process, successfully participated in two combat operations during deployment: Operation Allied Force/Noble Anvil and Operation Southern Watch. This paper highlights TRBATGRU's experience integrating operators and systems to meet a dynamic set of operational requirements. Specifically discussed are two systems that had significant operational impact: SIPRNET (a secure shipboard Internet-like information network) and PGMs (precision guided munitions). The operator's perspective on system development and usage is examined in order to identify insights into new Battle Group system development and design considerations.

Book excerpt: A U.S. aircraft carrier strike group (CSG) is the most powerful, mobile and flexible aggregation of military capability in the 21st Century. Maneuverability is essential to the CSG's ability to secure sea lines of communications, opening them to friendly forces and closing them to adversaries. The key to the effectiveness of the carrier strike group is its ability to persist in the right place at the right time. This requires that the CSG maintain operational maneuverability. Maneuverability allows for both tactical flexibility and stealthiness. The ability to remain at sea in an operationally useful maneuver box depends on long-range, high volume, reliable logistics support. If the CSG can 'see' and strike at great distance without being targeted in return and simultaneously remain within range of its logistics support base, it will be able to perform whatever mission is assigned it. The ability of the carrier strike group to achieve operational maneuverability is challenged today perhaps as never before. Even as the CSG fights to maintain a position within striking range of its targets it will have to contend with the growing long-range threats to its survival. The effectiveness of the carrier strike group is often associated with its ability to conduct airstrikes. While this is critical, equally important is the CSG's ability to use its maneuverability to deny targeting to an adversary. For this to happen, the battle group must see threats at sufficient distance to defeat them and remain sufficiently close to the target while being continuously available for resupply. This condition is dependent on the presence of two vital enablers, the E-2 Hawkeye surveillance aircraft and the C-2A Greyhound carrier onboard delivery aircraft. For a CSG to operate with maximum flexibility and freedom of maneuver, both offensively and defensively, it must have the long range detection, tracking and situational awareness provided by the new E-2D Advanced Hawkeye and the long-range, time-critical resupply provided by the C-2.
