In this work, a special edition of the Integrationist, and put together by the UWI-CARICOM project, the CSME is explained in all its dimensions. The contents cover the background to the establishment of the CSME and perspectives on its implementation. The main provisions and expected benefits of the Single Market are also presented along with the strategic framework and efforts at resource mobilisation to make the CSME a reality. The importance of the Caribbean Court of Justice to the effective functioning of the CSME is also outlined. The book concludes with a call to the member states for a unity in both understanding and action in the pursuit of integration, not as choice, but rather as necessity. The work is complemented by the inclusion of several appendices notably the original 1989 Grand Anse Declaration, the 2005 PetroCaribe Agreement as well as an indicative plan of action by priorities and an outline of major technical assistance resource gaps. "

Book excerpt: Economic and political integration have been a perennial and neuralgic issue in the Caribbean agenda. This paper draws on the literature on trade, growth and regional agreements to discuss the motivation behind the Caribbean drive for integration, the results obtained so far and what is in stock for the future. It argues, with the help of descriptive statistics, an empirical growth model and a gravity model, that the traditional, trade related gains from regional integration have been and are bound to be limited because of (i) the countries' high openness; (ii) the limited size of the common, enlarged market; and (iii) the countries' relatively similar factor endowments. It also argues, though, that gains in the area of non-tradables, due to economies of scale which cannot be mitigated by trade and openness, can be substantial.

Book excerpt: May 1998 This model shows that a microstate's decision to form, expand, or join a regional organization is based on reduced negotiating costs and increased bargaining power, rather than on the traditional costs and benefits of trade integration. Forming a regional grouping with neighboring nations may be one way for microstates to overcome a major problem: Because of their weak bargaining power and high fixed costs of negotiation, microstates are at a severe disadvantage in dealing with the rest of the world. They don't have the human and physical resources to unilaterally conduct the various bilateral and multilateral negotiations a developing nation typically conducts. Andriamananjara and Schiff present a model in which the decision to form, expand, or join a regional club is based on reduced negotiating costs and increased bargaining power, rather than on the traditional costs and benefits of trade integration (which might be miniscule for a microstate and might even generate welfare losses). Under various conditions for entry, the model is used to determine the equilibrium group size, which is shown to be positively correlated with the number of issues to be tackled, the degree of similarity among countries, and the per-issue costs of international negotiation. They use the case of the Caribbean Community (CARICOM) to show the model's relevance in the real world. The countries that belong to CARICOM pooled their negotiating resources and formulated common policy stances. Despite its relatively limited impact on trade and investments, CARICOM served as a political instrument in joint negotiations on trade and investment with larger countries and regional trade blocs. By establishing a union, the CARICOM countries succeeded in making their voices heard on a variety of issues in a way none of them could have done alone. Book excerpt: This book provides the reader with an overview of the CARICOM economic integration system of regional co-operation and the primary agreements encompassing the basis of regional cooperation through identification of legal regimes expressed to constitute the CARICOM System. Most of these regimes post-date the ill-fated experiment in West Indian Federalism and, collectively, describe the institutional development of the political entities comprising the Commonwealth Caribbean in the period after 1962. In this context, it focuses on the earliest attempts at regional economic integration and the intensification of functional cooperation, both of which appeared at a critical time to offer better prospects for regional development than political integration. Central to these developments were the initiatives at regional economic integration, commencing with the Dickenson Bay Agreement in 1965, followed by CARIFTA in 1968 and culminating in the Treaty of Chaguaramas in 1973 establishing the Caribbean Community and Common Market.
