Book excerpt: Career Behaviour and the European Parliament seeks to answer the question of how a political institution, such as the European Parliament, can impact the career ambitions and behaviours chosen by European politicians. Long considered a 'second order' legislature in its degree of political importance and prestige, the European Parliament is the only directly elected institution within the European Union and is an increasingly important part of the European legislative process. Using a major new source of quantitative data and interviews with more than 50 current and former European legislators, this book argues that as the institution has become increasingly professionalized and powerful, the volatility of its membership has declined. However, the professional ambitions of its members vary greatly by national background, leading to an uneven distribution of legislative seniority and influence within the legislature. The book presents a new theory with political careers acting as institutions in themselves, and also offers complete background information on all elected Members of the European Parliament, from 1979-2014.

The chapters, from an impressive range of scholars, represent a systematic investigation into level-hopping practices in Europe. While discussing the logic of moves across political levels, special attention is given to the impact of institutional reforms. The results indicate that the traditional model of career mobility, with the national level as the apex of a career, is still of importance in most countries – however, a clear trend towards multi-directional political careers is found.

Book excerpt: Officials within parliaments have got marginal scholarly attention. This also holds for the European Parliament (EP) which contains a considerable administration. Similar to administrative personnel within executives, parliament staff deserves attention because they may take part in decision processes and thus might affect the content of decisions. Our study, based on an online survey (N=118), shows that political group staff are primarily committed to the concerns of their respective political groups, but also to the arguments of those external actors which have similar party affiliation. Since most group officials are, in addition, affiliated to a particular committee, they also emphasise sectoral interests, including the concerns of affected interest groups. EP-secretariat officials, on the other hand, give priority to sectoral and expert concerns. Both groups of staff rank European concerns above national ones, and pay more attention to the arguments of the Commission than to the arguments of any other institution.

Book excerpt: The increasing powers of the European Parliament in recent decades have made it a more attractive institution for ambitious politicians keen to build their political career in the EU's multi-level system. A key contribution to the debate about the career paths of MEPs is made by Scarrow ([Scarrow, S.E., 1997]). Her work, which identified three different career paths taken by MEPs, has been widely cited and used as a basis for other studies on this topic. Building on Scarrow's work, this paper describes two additional categories of MEPs - former national politicians and 'one-off' MEPs - and links MEPs' careers with their activities in Parliament. It finds that over and above the factors that have previously been identified as influential on an MEP's behaviour, his or her career path and ambitions are relevant in explaining certain legislative behaviour across Member States and party groups.

This "going native" effect has been frequently discussed, but rarely tested. This study presents a long-overdue challenge to these widespread assumptions. Drawing on extensive empirical research on the European Parliament, Roger Scully shows that virtually all observable implications of the "going native" thesis are unsupported by the evidence. Available in PDF, EPUB and Kindle. Book excerpt: This paper explores how career paths leading to the European Parliament (EP) are influenced by the strategic goals of national political parties. Considering both individual career factors and the national electoral fate of political parties, it determines what conditions increase the likelihood that experienced or inexperienced politicians serve in the EP. Experienced politicians are more likely to reach the EP when they serve vote-seeking and policy-seeking parties while inexperienced politicians are more likely to enter the EP when their parties are opportunity seeking. Overall, I find the role of individual ambition is conditioned by party strategy to determine the institutional composition of the EP, contributing to a growing literature on the strategic use of European elections by national political parties. It suggests that the electoral goals of parties should be examined in order to understand the nature of democratic representation in the European Union.
