Book excerpt: The objective of the research was to develop a general practical planning tool to provide optimal solutions for the complex choices involved in balancing alternative methods for attaining water quality goals. Extended is the earlier work, 'Mathematical Programming for Regional Water Quality Management'. A mixed integer, continuous variable non-linear programming model is developed which promises to be much more realistic and effective in selecting an optimal configuration of regional treatment plants and pipe juncture nodes. A new Bender's type decomposition for the non-linear model is also presented as an appropriate and feasible solution technique. The dissolved oxygen profile and the control options were linked. The work shows how the transfer coefficients can be recalculated periodically in the course of the system optimization. The theoretical framework for including two additional treatment methods, mechanical re-aeration and flow augmentation via reservoirs is also developed.
