The United States has too many low-quality, low-wage jobs. Every country has its share, but those in the United States are especially poorly paid and often without benefits. Meanwhile, overall productivity increases steadily and new technology has transformed large parts of the economy, enhancing the skills and paychecks of higher paid knowledge workers. What’s wrong with this picture? Why have so many workers benefited so little from decades of growth? The Work of the Future shows that technology is neither the problem nor the solution. We can build better jobs if we create institutions that leverage technological innovation and also support workers though long cycles of technological transformation. Building on findings from the multiyear MIT Task Force on the Work of the Future, the book argues that we must foster institutional innovations that complement technological change. Skills programs that emphasize work-based and hybrid learning (in person and online), for example, empower workers to become and remain productive in a continuously evolving workplace. Industries fueled by new technology that augments workers can supply good jobs, and federal investment in R&D can help make these industries worker-friendly. We must act to ensure that the labor market of the future offers benefits, opportunity, and a measure of economic security to all.

As an extension of that review, the NRC was requested by the Navy to examine its needs in space for providing future operational and technical capabilities. Book excerpt: Modern geoscience research informs many important decisions and projects, such as geological disaster preparation, natural resource extraction, and global development. This critical research relies on technology and collaboration at state-of-the-art seismological and geodetic facilities. Currently, these facilities provide a wide variety of observation systems that support scientists' understanding of Earth and its changing environmental systems. As emerging technologies develop rapidly, seismological and geodetic facilities have new capabilities and more complex management and research communication systems. This requires a reevaluation of management structures and best practices within these facilities. The National Academies convened a 1.5-day workshop to discuss management models of theoretical seismological and geodetic facilities of the future. Initial discussions built upon a 2015 Incorporated Research Institutions for Seismology community workshop report, which identified current and future capabilities of these research facilities. Management models from other types of scientific facilities were used as a springboard for further discussions about management and decision-making models that could be applied to seismological and geodetic facilities. Workshop participants also emphasized the importance of distributing capabilities among multiple facilities. Lastly, this workshop explored complex management topics in these facilities including instrumentation, user support services, data management, education and outreach, and workforce development capabilities. This publication summarizes the presentations and discussions from the workshop.

Book excerpt: Current and probable future United States involvement in counterinsurgencies revives a long-standing debate about whether these missions call for adding specialized aircraft, training, or other resources to the general military airlift fleet. The authors examine the use of airlift in past and present counterinsurgency operations, including the Foreign Internal Defense program. They conclude that general U.S. airlift forces can accomplish most counterinsurgency missions effectively, with adjustments in employment doctrines and training. However, they also note that continued operations likely will require reinforcement of the general airlift fleet and, perhaps, acquisition of a small fleet element optimized for certain counterinsurgency missions.

Book excerpt: Shortly after the events of September 11, 2001, the U.S. Army asked the National Research Council (NRC) for a series of reports on how science and technology could assist the Army meet its Homeland defense obligations. The first report, Science and Technology for Army Homeland Securityâ€"Report 1, presented a survey of a road range of technologies and recommended applying Future Force technologies to homeland security wherever possible. In particular, the report noted that the Army should play a major role in providing emergency command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) capabilities and that the technology and architecture needed for homeland security C4ISR was compatible with that of the Army's Future Force. This second report focuses on C4ISR and how it can facilitate the Army's efforts to assist the Department of Homeland Security (DHS) and emergency responders meet a catastrophic event.
