The archive-based methodology is sustained in subsequent chapters that rely upon a unique interdisciplinary mix of medical history, philosophy of medicine, medical policy, theory inherent to the field of Canadian literature (focusing in particular on the garrison mentality as a form of aesthetic protest and the feminist ethics of care), and Indigenous ways of knowing.

Book excerpt: How democratic regimes should engage with authoritarian regimes, or self-proclaimed authorities in states under occupation, has long been a subject of debate. The work examines Canada's relations with member-states of the Warsaw Pact during the Cold War. Central and East European communist states were nominally independent but established under occupation. Canadian leaders explored whether engaging in foreign relations with these countries would encourage liberalization or embolden dictatorships. Over time, Canada's position evolved as a policy of encouraging bilateral and multilateral diplomacy, while calling for the respect of human rights. However, Canada's economic relationship with East European states was at times at cross-purposes with its democratic principles. Andrea Chandler concludes that while Canada did play a role in encouraging democratization, the country's leaders did not sufficiently consider the impact of these policies on the citizens of Warsaw Pact countries. This book treats Canada’s engagement with Hungary, Poland, the German Democratic Republic, Romania, Bulgaria and Czechoslovakia during the Cold War, in which the Western countries of the North Atlantic Treaty Organization (including Canada) had an adversarial relation with the Soviet bloc nations.

Book excerpt: For more than a century, posters, advertisements, and brochures have characterized Canada as a desirable tourist destination offering spectacular scenery, wild animals, outdoor recreation, and state-of-the-art accommodations. However, these explicitly commercial displays are not the only marketing tools at the country’s disposal; beginning in the 1890s, film also played a role in selling Canada. In Northern Getaway Dominique Brégent-Heald investigates the connections between film and tourism during the first half of the twentieth century, exploring the economic, pedagogical, geopolitical, and socio-cultural contexts and aspirations of tourism films. From the first moving images of the 1890s through the end of the 1950s, a complex web of public and private stakeholders in Canadian tourism experimented, sometimes in collaboration with Hollywood, with a variety of film forms – 16 mm or 35 mm, feature or short films, fiction or nonfiction, professional or amateur filmmakers – to promote Canada. Spectators, particularly Americans, saw Canada as a tourist destination on screens in motion picture theatres, schools, and fairgrounds. Rooted in settler colonial representations that celebrate the nation’s unspoiled but welcoming wilderness landscapes, these films also characterize Canada as a technologically and industrially advanced settler country. Using evidence from a wide range of archival sources and drawing from current scholarship in film history and tourism studies, Northern Getaway demonstrates how Canada was an innovator in using film to shape and project a recognizable destination brand.

Book excerpt: In 1957 after a century of scathing debates and threats of provincial separation Ottawa finally tackled the dangerous fiscal inequalities among its richer and poorer provinces. Equalization grants allowed the poorer provinces to provide relatively equal services for relatively equal levels of taxation. The Art of Sharing tells the dramatic history of Canada's efforts to save itself. The introduction of federal equalization grants was controversial and wealthier provinces such as Alberta – wanting to keep more of their taxpayers' money for their own governments – continue to attack them today. Mary Janigan argues that the elusive ideal of fiscal equity in spite of dissent from richer provinces has helped preserve Canada as a united nation. Janigan goes back to Confederation to trace the escalating tensions among the provinces across decades as voters demanded more services to survive in a changing world. She also uncovers the continuing contacts between Canada and Australia as both dominions struggled to placate disgruntled member states and provinces that blamed the very act of federation for their woes. By the mid-twentieth century trapped between the demands of social activists and Quebec's insistence on its right to run its own social programs Ottawa adopted non-conditional grants in compromise. The history of equalization in Canada has never been fully explored.
