Book excerpt: The Canadian economy is undergoing profound and continuous structural changes that are re-ordering not only the basis of economic activity in this country, but also the relationships between business, labour and government. The process of economic restructuring requires changes in institutions and organizations to make an effective transition to a new economic environment. This report is a recognition that we have to search for better ways of working together. This report aims to provide advice to governments on how best they can promote and support business-labour approaches to economic restructuring. The report is organized into two main parts. The first section outlines a set of general principles developed by the CLMPC Economic Restructuring Committee common to successful joint business-labour initiatives. The second part puts forth a set of 12 recommendations on the roles of government in supporting business-labour approaches to economic restructuring.

The Challenge of Restructuring discusses how labor should respond to "restructuring". While sometimes used as a euphemism for the economic squeeze on workers for givebacks to avoid plant closings or for business efforts to weaken unions, restructuring also signifies the ongoing processes of change in response to new economic conditions in national and international economies. This collection of essays is unique in the depth of its comparisons between the labor movements of the United States, English-speaking Canada, and Quebec. For instance, two authors examine the U.S. and Canadian auto workers unions as they negotiate contracts in different political and union environments. Another essay contrasts the handling of unfair labor practice cases in the United States and Canada. (Canada has a workable system where the burden of proof is on business and where the system better protects its workers.). Other essays examine the rules of collective bargaining, the structure of the labor market, and the principles guiding economic and social policy formation. Contributors also discuss the needs of working mothers, unions in the private sector, labor and politics, and capitalist restructuring. Collectively, the essays address a restructuring process that is increasingly throwing Canadian and American workers together even as nationalism reinforces differences in strategic orientation and organization.

The goal of this book is to examine experiences of industrialized economies in dealing with changing work relationships and discuss policy implications of creating such work relationships. The thesis of the book is that non-standard employment forms in restructuring economies affected all workers, but particularly females and the youth. Other demographic variables of education level, race/ethnicity/immigrant status, ability, and economic class were also underlying forces in the construction and arrangements of non-standard work. Research shows both positive and negative effects of changing work relationships on workers, though there is no conclusive result whether one or the other affect is stronger. The discussion in this book pays attention to this debate and sheds light on it. This book differs from others in its comprehensiveness of the coverage of work relationships, referring to part-time, temporary/casual, telework and self-employment without employees; in its examination of a variety of variables including gender, age, race/ethnicity/immigrant status, ability, education level, and economic class; in the analysis of the topic in relation with the economic restructuring; and in its initiative in collaboration of researchers from a variety of backgrounds and regions of the world that have expertise on changing work relationships.
