Book excerpt: ORIGINS OF THE CONCEPT The origins of the concept of virtual elimination are unclear, but it seems to have first appeared during final closed negotiations leading to the 1978 update to the 1972 Great Lakes Water Quality Agreement (GLWQA) between the United States and Canada.(1). [...] DEFINING VIRTUAL ELIMINATION By its Fifth Biennial Report to the Parties (1990), the IJC had become very concerned about the problem of toxic chemicals in the Great Lakes, and it urged the Parties to "take every available action to stop the inflow of persistent toxic substances into the Great Lakes environment." In 1991, the Commission set up a Virtual Elimination Task Force to investigate the req [...] Seen in this light, the Commission believes that virtual elimination is the necessary and reasonable goal, and zero discharge, or nil human input, is the necessary and not unreasonable tactic for achievement of the virtual elimination strategy.(8) THE BINATIONAL STRATEGY The IJC's Seventh Biennial Report adopted the Task Force's work in toto and further recommended that: Governments adopt a specif [...] The challenge reductions, therefore, do not amount in and of themselves to virtual elimination but are interim goals toward that end.(11) In Canada, the federal government and the Government of Ontario cooperate toward achieving the goals of the GLWQA through the Canada-Ontario Agreement Respecting the Great Lakes Basin Ecosystem (COA). [...] Section 77(4) of CEPA 1999 makes virtual elimination mandatory: (4) Where the Ministers [i.e., the federal ministers of Environment and Health] propose to take the measure referred to in paragraph (2)(c) in respect of a substance and the Ministers are satisfied that (a) the substance is persistent and bioaccumulative in accordance with the regulations, (b) the presence of the substance in the envi.

Book Persistent Toxic Substances Across the Canada United States Border

Download or read book Persistent Toxic Substances Across the Canada United States Border written by G. Thornburn and published by . This book was released on 2013 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The International Joint Commission was established by the 1909 Boundary Waters Treaty to assist the governments of the US and Canada in preventing and resolving disputes along their border. Since the signing of the Great Lakes Water Quality Agreement in 1972, the Commission and the two governments have had significant experience - from scientific, managerial, and public involvement perspectives - dealing with the problem of toxic chemicals in the Great Lakes Ecosystem. This paper examines the recommendations proposed by the commission concerning persistent toxic substances. The author then identifies six fundamental dilemmas that society must face in dealing with persistent and bioaccumulative chemicals. These are: (1) the use of science in the debate on toxics, (2) how economics is factored into decisions about toxics, (3) long term costs versus short term economic and social values, (4) the concept of reverse onus, (5) social discontinuity as change occurs, and (6) the political will of governments. While the US and Canada have made progress in diminishing the quantities of the most egregious pollutants, there is still significant work to be done in the Great Lakes region, as well as in other areas along the Canada-US border and throughout the world.

Book Hydropolitical Vulnerability and Resilience Along International Waters

Download or read book Hydropolitical Vulnerability and Resilience Along International Waters written by and published by UNEP/Earthprint. This book was released on 2009 with total page 132 pages. Available in PDF, EPUB and Kindle. Book excerpt: The main problem in North America is the location of water resources relative to large population centers where the majority of the freshwater drains away from the bulk of the population. Climate variability and change is a reality. It raises the impact on variability and availability within the continent, which is characterized by its different climatic regions. The hydo-vulnerability of North America is tempered and governed by agreements, laws and institutions such as International Joint Commission (IJC) and International Boundary & Water Commission (IBWC), which have been created to resolve transboundary water issues in a cooperative manner for over a century, resulting in minimal conflicts in the region.
