Book Canada s Past and Future in Latin America

Download or read book Canada s Past and Future in Latin America written by Pablo Heidrich and published by University of Toronto Press. This book was released on 2022-04-27 with total page 339 pages. Available in PDF, EPUB and Kindle. Book excerpt: Many historians and political scientists argue that ties between Canada and Latin America have been weak and intermittent because of lack of mutual interest and common objectives. Has this record of diverging paths changed as Canada has attempted to expand its economic and diplomatic ties with the region? Has Canada become an imperialist power? Canada’s Past and Future in Latin America investigates the historical origins of and more recent developments in Canadian foreign policy in the region. It offers a detailed evaluation of the Harper and Trudeau governments’ approaches to Latin America, touching on political diplomacy, bilateral development cooperation, and civil society initiatives. Leading scholars of Canada–Latin America relations offer insights from unique perspectives on a range of issues, such as the impact of Canadian mining investment, security relations, democracy promotion, and the changing nature of Latin American migration to Canada. Drawing on archival research, field interviews, and primary sources, Canada’s Past and Future in Latin America advances our understanding of Canadian engagement with the region and evaluates options for building stronger ties in the future.

Book excerpt: Two other clear motivations are the strengthening of the domestic security apparatuses of countries affected by the drug trade, that also affects Canadian society and its perception of security; and strengthening of parliaments and other forms of accountability on the executive arms of governments in Latin America and the Caribbean. [...] That is expected to slow down the growth and pace of populist executives with agendas to reform the neoliberal policies instituted through the region in the 1980s and 1990s. [...] That is very much driven by fundamental disagreements between the current Conservative administration and the CSOs in issues of human rights, economic development and participation of the Canadian private sector in extractive industries in the developing world. [...] The trade relations of Canada and Latin America plus the Caribbean have grown according to the systematic efforts done by mostly the former to sign bilateral trade agreements and foreign investment protection treaties since the 1990s and through the early 2000s. [...] It provides a brief overview of how the role of aid has evolved in Canada's foreign policy, including a short discussion on the recent announcement by the Canadian government that it would be merging the Canadian International Development Agency (CIDA) into the Department of Foreign Affairs and International Trade (DFAIT) to create the Department of Foreign Affairs, Trade and Development (DFATD).

This collection of original articles and essays examines popular culture, literature, theatre, belief systems, indigenous practices and questions of identity, exile and alienation. The interconnectedness and distinction of cultural production throughout the Americas, "transplanted" interests, the mediation of African and European influences, and the expression of shifting identities, all reflect the development of a new American neighbourhood.

Book excerpt: Of the Work Programme of the Permanent Secretariat of SELA for 2013, entitled: Analysis and monitoring of economic relations between Latin America and the Caribbean and Canada, with the support of the North-South Institute, a recognized Canadian research centre specializing in issues related to international development. [...] Two other clear motivations are the strengthening of the domestic security apparatuses of countries affected by the drug trade, that also affects Canadian society and its perception of security; and strengthening of parliaments and other forms of accountability on the executive arms of governments in Latin America and the Caribbean. [...] According to the Auditor General of Canada, the lack of a formal plan has meant that Canada's aid priorities are determined by other "Government of Canada policy objectives, the priorities of the Minister of International Cooperation, and CIDA's own operational policies and strategies" (Office of the Auditor General of Canada, 2009). [...] In addition to regular communication and meetings, the project will host two workshops: one at the outset to get researchers and policymakers to agree on areas for research that are relevant to policy, and the other at the end of the project to share research findings and policy recommendations with key actors in the sector. [...] It supports three types of 17 The PAHO services as the Regional Office for the Americas of the WHO and the technical health agency of the OAS.
