Book excerpt: How families choose schools for their children can shape those children's social, academic, and cultural experiences. It can also shape the schools that educate and socialize our young. Increasingly, school choice is being used as an education reform strategy, with charter schools, magnet schools, private school vouchers, and open enrollment programs providing low-cost opportunities for families to select from an assortment of nearby schools. School choice advocates often invoke a type of market logic whereby loving parents who know their children intimately make careful, informed school choices, generating pressures for schools to offer appealing, high-quality programs or risk succumbing to under-enrollment. However, these "demand side" pressures can go wrong, yielding education systems that poorly serve the goals that societies have for their schools. First, families could make choices that are inconsistent with their desires. For example, if school choosers are uninformed or misinformed about their options, they might choose schools that are poorly suited to their children's needs while their aggregated choices fail to support and reward high-quality schools. Second, families' desires for their own children's schools could be inconsistent with the broader public's goals for its education systems. For example, if families choose schools that intensely focus on advancing their own children's private success, then schools might underserve more collective interests related to society's political, social, and economic wellbeing. This dissertation explores the desires and behaviors of school choosers, examining where demand side pressures might go wrong and how school choice policies and programs can be strengthened. The dissertation features three empirical articles. The first two articles use experimental and quasi-experimental methods to assess the effects of providing school choosers with information about their options. I find that school choosers' beliefs and behaviors are highly malleable but do not always respond to the provision of information about schools in predictable ways. Parents and children respond differently to the same information, and while formal government ratings can change opinions of schools, they are less influential than the types of comments that people regularly hear through their social networks. The third article examines what school choosers and the American public desire from schools, testing the hypothesis that parents would like schools to pursue their children's private wellbeing -- at the expense of our collective political, social, and economic wellbeing -- to a much greater extent than the public would like. Using randomized experiments with a large, nationally representative sample, I show that parents' and the public's desire for schools are more similar than what is commonly hypothesized. In an era when school choice is a cornerstone of many education reform efforts, improving our understanding of how people choose schools -- and how we can support them as they do -- improves our ability to construct sensible education policies and programs.

Here a highly respected team of social scientists provides extensive empirical evidence on how parents currently do make these choices. Drawn from four different types of school districts in New York City and suburban New Jersey, their findings not only stress the importance of parental decision-making and involvement to school performance but also clarify the issues of school choice in ways that bring much-needed balance to the ongoing debate. The authors analyze what parents value in education, how much they know about schools, how well they can match what they say they want in schools with what their children get, how satisfied they are with their children's schools, and how their involvement in the schools is affected by the opportunity to choose. They discover, most notably, that low-income parents value education as much as, if not more than, high-income parents, but do not have access to the same quality of school information. This problem comes under sensitive, thorough scrutiny as do a host of other important topics, from school performance to segregation to children at risk of being left behind.

Book excerpt: This qualitative case study sought to understand the experiences of a group of parents residing in the Novato Unified School District, Marin County, CA., as they engaged in the process of deciding where to send their children to school as the students matriculated from eighth to ninth grade, or middle school to high school.The four major constructs that underlie this study are: School Choice; Resegregation; Social Capital Theory; and Social Organization of Schooling. The data from this study demonstrated the ways that the twenty suburban upper-middle class parents in this purposeful sample understand the choices they made in their educational decisions for their children. The data analysis revealed some aspects of education parents consider important in their school choice process, and how they make sense of schooling options for their children. The data consisted of parents' statements from focus group discussions. Based on findings from this study, there is an indication that family history plays a very strong and influential role in the choices that parents make. Also, findings in this study regarding parents' level of education and what parents value in schools indicated that these college educated parents in an upper-middle class socio-economic group consider the sociological attributes of a school important. They believe that a small community environment where teachers and staff know each student and child have a personal relationship with faculty members and administrators is imperative.This college educated sample ranked the learning environment, specifically, teacher quality, as the most important aspect of their child's education. All of the parents expressed concern about teacher preparedness, teacher and staff overload, and the quality of curricular programs. Based on the learning environment's classroom safety data, across all parent focus groups in this study, the conclusion drawn was that these parents are very concerned about their child's well-being.This study indicated the need for educators to make sustained and well planned efforts to increase the connection for parents between their potential school choice options and the educational opportunities the school programs provide. While the school district may have detailed information on measures of school performance which parents find useful, this information is often not easily accessible or understandable to parents. It is recommended that partnerships between neighborhood public high schools and lower grades at their feeder schools should be part of each public high school's community outreach program bridge-building efforts and should extend to the elementary level. Furthermore, public policy-makers should review the current trend to open more and more charter schools. These research finding suggest that more choice is not necessarily better and may in fact be influencing resegregation issues in small suburban school districts. Public high schools might increase program choices and flexibility in the design of students' individual class schedules rather than adding more schools of choice. Creating small communities of students with similar interests within existing public high schools might better serve as a major focus and objective for educational policy-makers at the local district, state, and federal levels. Future research needs to better understand the social-psychological underpinnings of parents' school choice decision process. More in-depth case studies including life history patterns and choices within families could contribute to these understandings. Parents in this study relied heavily on informal, word-of-mouth information-gathering activities. A study to determine the impact of media technologies on the quantity, quality, and type of information used by parents and their children during the search process might shed further light on possible improvements public school administrators could make to retain more students in the public educations system. Finally, educational policymakers need to develop successful strategies to prevent the resegregation of suburban schools. Policies would help change the flow of people in and out of communities to achieve educational objectives to eliminate resegregation. Networks cold be created between the education profession, urban development, housing, civil rights agencies, and the media about the challenge of resegregation and the possible solutions to this problem. Small, suburban school districts are especially vulnerable to resegregation. To deal with this problem small school districts could consolidate into countywide systems to prevent resegregation and achieve a more integrated educational system and better educational outcomes for all students. Further research and investigation of a possible movement toward resegregation of this and other suburban communities is needed. A comparison of local statistics with national data might illuminate the difference in educational outcomes between communities without school integration plans versus communities with integrated plans.

For market exchange to be possible, purchasers and suppliers of goods must be able to assess the quality of a product in relation to other products. Only by recognizing qualities and perceiving quality differences can purchasers make non-random choices, and price differences between goods be justified. "Quality" is not a natural given, but the outcome of a social process in which products become seen as possessing certain traits, and occupying a specific position in relation to other products in the product space. While we normally take the quality of goods for granted, quality at a closer look is the outcome of a highly complex process of construction involving producers, consumers, and market intermediaries engaged in judgment, evaluation, categorization, and measurement. The authors in this volume investigate the processes through which the quality of goods is established. They also investigate how product qualities are contested and how they change over time. The empirical cases discussed cover a broad range of markets in which quality is especially difficult to assess. The cases include: halal food, funeral markets, wine, labor, school choice, financial products, antiques, and counterfeit goods. The book contributes to the sociology of markets. At the same time it connects to the larger issue of the constitution of social order through cognitive processes of classification.
