He is well known for his varied career as an artist, a celebrated photographer and a museum curator. However, Steichen is less known for his pivotal role in shaping America's first experiments in aerial photography as a tool for intelligence gathering in what may be called his 'lost years'. In Camera Aloft, Von Hardesty tells how Steichen volunteered in 1917 to serve in the American Expeditionary Forces (AEF). He rose rapidly in the ranks of the Air Service, emerging as Chief of Air Photography during the dramatic final offensives of the war. His photo sections were responsible for the rapid processing of aerial images gained through the daily and hazardous sorties over the front and in the enemy rear areas. What emerged in the eighteen months of his active service was a new template for modern aerial reconnaissance. The aerial camera, as with new weapons such as the machine gun, the tank and the airplane, profoundly transformed modern warfare.

Following WWI, a Navy Photographic expedition went north, making the first aerial mapping photos of the Alaskan territory. WWII found Navy shuttermen in the Pacific theatre, performing pre- and post-attack reconnaissance, along with "hitting the beach" to record the war as it unfolded. Shortly after, Navy photographic units were in the Pacific to record early atomic bomb tests. The Navy's aerial photo reconnaissance mission, both at the front end with the weaponless aircrews and the output of thousands of images and photo interpretation, continued to develop through the mid-20th century. The last aerial photo plane in the Navy's inventory was retired after flying to the Smithsonian's Air and Space Museum Annex at Dulles International Airport in Fairfax County, Virginia. The 74 year odyssey of Navy and Marine Corps aerial reconnaissance photography was finished.

Book excerpt: Ask an American intelligence officer to tell you when the country started doing modern intelligence and you will probably hear something about the Office of Strategic Services in World War II or the National Security Act of 1947 and the formation of the Central Intelligence Agency. What you almost certainly will not hear is anything about World War I. In World War I and the Foundations of American Intelligence, Mark Stout establishes that, in fact, World War I led to the realization that intelligence was indispensable in both wartime and peacetime. After a lengthy gestation that started in the late nineteenth century, modern American intelligence emerged during World War I, laying the foundations for the establishment of a self-conscious profession of intelligence. Virtually everything that followed was maturation, reorganization, reinvigoration, or reinvention. World War I ushered in a period of rapid changes. Never again would the War Department be without an intelligence component. Never again would a senior American commander lead a force to war without intelligence personnel on their staff. Never again would the United States government be without a signals intelligence agency or aerial reconnaissance capability. Stout examines the breadth of American intelligence in the war, not just in France, not just at home, but around the world and across the army, navy, and State Department, and demonstrates how these far-flung efforts endured after the Armistice in 1918. For the first time, there came to be a group of intelligence practitioners who viewed themselves as different from other soldiers, sailors, and diplomats. Upon entering World War II, the United States had a solid foundation from which to expand to meet the needs of another global hot war and the Cold War that followed.
