Available in PDF, EPUB and Kindle. Book excerpt: This report describes the implementation of California's Work Opportunity and Responsibility to Kids (CalWORKs) program in its first two years. According to the CalWORKs welfare-to-work model, immediately following the approval of the aid application, nearly all recipients search for jobs in the context of Job Clubs. For those who do not find employment through job search, an intensive assessment and a sequence of activities follow, to identify and overcome barriers to employment. Implementation in most counties is proceeding more slowly than some observers had hoped, but about as fast as could realistically be expected. County welfare districts (CWDs) face the dual challenge of expanding their capacity to deal with the new, higher, steady-state workload that CalWORKs entails and handling the much larger one-time surge of old cases as they move through the system. Providing mandated support services--child care and transportation; education and training; and treatment for alcohol and substance abuse, mental health, and domestic abuse--has been a challenge for most CWDs. To cope with this expanded workload, they have made different capacity-building decisions. The slow pace of movement through the system is worrisome, however, given the five-year lifetime limit that aid recipients face. Finally, those who have found jobs often do not earn enough to move them completely off aid and toward self-sufficiency. Additional post-employment services appear to be needed.. (MP)

Book excerpt: The SSBCI provides funding to states, territories, and eligible municipalities to expand existing or to create new state small business investment programs, including state capital access programs, collateral support programs, loan participation programs, loan guarantee programs, and venture capital programs. This book examines the SSBCI and its implementation, including Treasury's response to initial program audits conducted by the U.S. Government Accountability Office and Treasury's Office of Inspector General. These audits suggested that SSBCI participants were generally complying with the statute's requirements, but that some compliance problems existed, in that, the Treasury's oversight of the program could be improved; and performance measures were needed to assess the program's efficacy.

It looks like a success story, with blight and poverty replaced by high-rises and jobs. But David J. Karjanen shows that the much-touted job opportunities for poor people have been concentrated in low-paying service work as the cost of living in San Diego has soared. The Servant Class City documents how, over a period of three decades, San Diego’s urban transformation actually eroded the economic standing of the city’s working poor. Karjanen demonstrates that urban policy in San Diego, which has been devoted to increasing tourism, has fostered the creation of jobs that do not actually provide either livable wages or paths to upward mobility. Book excerpt: In August 1996 President Bill Clinton signed the Personal Responsibility and Work Opportunity Reconciliation Act that fulfilled his campaign promise to "end welfare as we know it," and one month later the Illegal Immigration Reform and Immigrant Responsibility Act passed, deepening restrictions on immigrant and welfare provisions. These acts harshly and disproportionately affected Asian immigrants who continue to experience the legacy of this legislation today. Lynn Fujiwara reveals a neglected aspect of the Asian immigrant story: the ill effects of welfare reform on Asian immigrant women and families. Mothers without Citizenship intertwines the issues of social and legal citizenship, arguing that these draconian measures redefined immigrants as outsiders whose lack of citizenship was used to deem them ineligible for public benefits. Fujiwara shows how these people are both a vulnerable, invisible group and active agents of change.
