The book details principles by which to assess DOD efforts in these areas over the long term and provides specific, more immediately actionable recommendations. Although DOD is the focus of this book, the principles and issues presented are also relevant to interoperability, architecture, and security challenges faced by government as a whole and by large, complex public and private enterprises across the economy.

Book excerpt: The Department of Defense has been confronted with interoperability problems for more than 30 years, and achieving effective Command, Control, Communications, Computer, and Intelligence (C4I) interoperability continues to be a difficult matter for DoD to resolve. Through the years DoD has issued increasingly assertive interoperability policy guidance, strengthened procedures associated with reviewing system requirements and making acquisition decisions, and attempted to field systems that will help ensure C4I interoperability. However, these initiatives have failed to ensure the operational commander is provided C4I systems that are interoperable. The haphazard fielding of service-unique C4I systems must stop. Technology is available to ensure the operational commander receives interoperable C4I systems for use on the battlefield. The solution to the C4I systems quandary is interoperability assurance. A critical element of interoperability assurance is a clear prescription of a common suite of capabilities that must be inherent in all C4I systems that desire to interoperate. At each level of interoperability, DoD must identify a common suite of capabilities across procedure, applications, infrastructure, and data that must be incorporated operated by system developers in order to have a common-ground basis for Joint interoperability assurance. Common standards must also be adhered to for each capability.

With the advent of the Information Age and resultant development of the strategy of network-centric warfare, interoperability has become increasingly significant as a criterion for mission success, while also becoming increasingly difficult to achieve as well. The PPBS cycle bears some responsibility for this by creating competition amongst the Services for finite resources, perpetuating the environment that contributes to 'stovepipe' C4I systems development. This thesis examines DoD's attempts to solve the interoperability dilemma by using policies and procedures. We demonstrate that a cooperative effort among components, services, and agencies to integrate methodologies within PPBS should enhance the efforts of planners and developers in designing interoperability through the integration of C4ISR architecture development processes. As a part of this examination we will also evaluate several automated software tools that have been designed to facilitate interoperability, and present recommendations as to how these tools could be integrated to complement their effectiveness within the requirements generation and capabilities development processes.

Book excerpt: The United States National Military Strategy states that joint force mission systems are to be "conceptualized and designed with joint architectures and acquisition strategies to ensure that technical, doctrinal and cultural barriers do not limit the ability of joint commanders to achieve objectives." Despite this mandate, military service components continue to acquire, operate, and train with and maintain unique command, control, communications, computers, and intelligence (C4I) systems, creating self-induced friction in the operating environment. Mission effectiveness is reduced, operations are slowed, and information from multiple systems is not delivered to the warfighter. A lack of standardized, interoperable systems and equipment between organizations creates a disjointed operational environment for commanders in charge of intra-agency, multi-service, and coalition operations. Although individual service components have made progress in developing advanced C4I systems, the warfighter's requisite for interoperability within the current expeditionary environment falls short in developing the human factors required for success.

Book excerpt: Level of Information System Interoperability (LISI) is a maturity model and interactive process for assessing and improving interoperability. The heart of the LISI concept is the formulation of a system "profile" which was created through the web- based LISI tool, Inspector 1.0. LISI considers five increasing levels of sophistication with respect to exchanging and sharing information and services. Each higher level represents a demonstrable increase in capabilities over the previous level of system-to- system interaction. The increase is expressed in terms of four attributes: Procedures, Applications, Infrastructure and Data. LISI Inspector leverages the data captured in the Inspector Survey to generate four primary sets of assessment products to be as LISI management tool: Interoperability Profiles , Interoperability Assessment Matrices, Interoperability, Comparison Tables, and Interoperability, System Interface Description. A principal finding of this research is that LISI has potential to improve DOD C4I systems interoperability but the current LISI tool has to be refined. Also, LISI must continue to evolve and adopt the dynamic nature of military operations, system acquisition, and technology improvements so LISI can be useful in contributing to the improvement of DOD C4I systems' interoperability and to achieve the Information Superiority envisioned by Joint Vision 2010.
