Book C2 Policy Evolution at the U S Department of Defense WWMCCS to a Unified Military Command Capability

Download or read book C2 Policy Evolution at the U S Department of Defense WWMCCS to a Unified Military Command Capability written by and published by . This book was released on 2005 with total page 27 pages. Available in PDF, EPUB and Kindle. Book excerpt: The primary command and control policy document for the U.S. Department of Defense (DoD) has been unchanged since 1971, the last time that DoD Directive 5100.30 titled The World Wide Military Command and Control System was published. Since this publication has, in effect, been obsolete for at least 10-15 years, one could argue that we have been operating without a Department-level C2 policy for at least that long. By all accounts, as witnessed during recent conflict, our tactical forces are doing a better job of C2 than ever before. The same might not be said for national and strategic C2. Nor may we believe coalition C2 is improved. This situation then begs the following questions: is tactical C2 better because we have no effective department-level policy or in spite of that fact? Is a broad Departmental policy for command and control required only at the strategic and national level, and, if so, what should it address? Is DoD C2 policy necessary to address strategic or tactical C2; national or global issues: regional or theater concerns: or should it be directed primarily toward the joint and coalition environment, or all of the above. A more basic issue is what areas of C2 should be addressed. Some potential categories that come to mind are national, strategic, nuclear, global, regional, theater, joint, tactical, coalition, etc. Finally, but not of least importance, regardless of the categories selected, is a C2 policy needed to determine who should be in charge of ensuring command and control capabilities, at any level, meet the needs of the warfighter and how do these roles and responsibilities fit with legislative and regulatory mandates? Importantly, as we move into a net-centric environment, does C2 change? Is an entirely new policy required that transcends previous policy? Logically, it seems a DoD directive that codifies overall C2 policy for the Department should be at the forefront of DoD directives.

Book The World Wide Military Command and Control System evolution and effectiveness

Download or read book The World Wide Military Command and Control System evolution and effectiveness written by David Eric Pearson and published by DIANE Publishing. This book was released on 2000 with total page 389 pages. Available in PDF, EPUB and Kindle. Book excerpt: Perhaps the best single way to summarize it is to view the book as a bureaucratic or organizational history. What the author does is to take three distinct historical themes-organization, technology, and ideology and examine how each contributed to the development of WWMCCS and its ability (and frequent inability) to satisfy the demands of national leadership. Whereas earlier works were primarily descriptive, cataloguing the command and control assets then in place or under development, The book offers more analysis by focusing on the issue of how and why WWMCCS developed the way it did. While at first glance less provocative, this approach is potentially more useful for defense decision makers dealing with complex human and technological systems in the post-cold-war era. It also makes for a better story and, I trust, a more interesting read. By necessity, this work is selective. The elements of WWMCCS are so numerous, and the parameters of the system potentially so expansive, that a full treatment is impossible within the compass of a single volume. Indeed, a full treatment of even a single WWMCCS asset or subsystem-the Defense Satellite Communications System, Extremely Low Frequency Communications, the National Military Command System, to name but a few-could itself constitute a substantial work. In its broadest conceptualization, WWMCCS is the world, and my approach has been to deal with the head of the octopus rather than its myriad tentacles.

Book excerpt: The authors present an introduction to command and control (C2) and establish a foundation for understanding the complex nature of C2 and the C2 process. A historical perspective is presented which demonstrates the importance of effective C2 to national, military, and political objectives. The command and control process is described, and the basic characteristics of a C2 system are specified. The command and control structure of the United States military organization is presented. An introduction to the architecture of C2 systems is described, and a conceptual architecture of the C2 process is developed. The authors describe the U.S. strategic nuclear command and control structure and provide a basic description of the tactical warfighting doctrines and C2 structures of the U.S. Armed Forces including the wartime operations of the Coast Guard. The authors conclude with a fundamental approach to the process involving the evaluation of complex command and control systems. Keywords: Command/control, Department of Defense, Joint Chiefs of Staff, Unified commands, WWMCCS, PPBS. Theses.

Book Travellers Merchants and Settlers in the Eastern Mediterranean 11th 14th Centuries

Download or read book Travellers Merchants and Settlers in the Eastern Mediterranean 11th 14th Centuries written by David Jacoby and published by Taylor & Francis. This book was released on 2023-05-31 with total page 285 pages. Available in PDF, EPUB and Kindle. Book excerpt: This collection of studies (the eighth by David Jacoby) covers a period witnessing intensive geographic mobility across the Mediterranean, illustrated by a growing number of Westerners engaging in pilgrimage, crusade, trading and shipping, or else driven by sheer curiosity. This movement also generated western settlement in the eastern Mediterranean region. A complex encounter of Westerners with eastern Christians and the Muslim world occurred in crusader Acre, the focus of two papers; a major emporium, it was also the scene of fierce rivalry between the Italian maritime powers. The fall of the crusader states in 1291 put an end to western mobility in the Levant and required a restructuring of trade in the region. The next five studies show how economic incentives promoted western settlement in the Byzantine provinces conquered by western forces during the Fourth Crusade and soon after. Venice fulfilled a major function in Latin Constantinople from 1204 to 1261. The city's progressive economic recovery in that period paved the way for its role as transit station furthering western trade and colonization in the Black Sea region. Venice had also a major impact on demographic and economic developments in Euboea, located along the maritime route connecting Italy to Constantinople. On the other hand, military factors drove an army of western mercenaries to establish in central Greece a Catalan state, which survived from 1311 to the 1380s.

Book The Evolution Towards Decentralized C2

Download or read book The Evolution Towards Decentralized C2 written by and published by . This book was released on 2010 with total page 25 pages. Available in PDF, EPUB and Kindle. Book excerpt: We examine (1) the degree to which the U.S. military is planning to move towards a more decentralized C2 paradigm; (2) the adoption of such a paradigm by adversaries; (3) the degree to which the United States is actually making the transition; and (4) the factors enabling and impeding the shift. We find that many adversaries of the West, including terrorist organizations and?hybrid enemies,? are already operating in an agile, decentralized manner. Meanwhile, top-level strategic plans of the U.S. Department of Defense (DoD) are consistent with a transition to net-enabled decentralized command and control (C2) for the U.S. military where appropriate, and the shift is supported by stated mission command doctrine. The transition is already occurring to some degree. In Afghanistan, for example, small Marine units operate with significant autonomy and edge-like behavior. The DoD has also made progress in the use of web-enabled collaborative systems. These systems have broadened information distribution and stimulated new interaction patterns, although they have not changed the allocation of decision rights. Technologies enabling the shift to net-enabled decentralized C2 must be coupled with appropriate policies and procedures and occasionally must overcome midlevel institutional cultural resistance.

Available in PDF, EPUB and Kindle. Book excerpt: This work examines whether "centralized control and decentralized execution" is a valid doctrinal tenet, given the technological advances in the information age. Fascinating scenarios from recent operations, set in the context of a "complex air operations system," show the dilemmas presented by participants' increased access to information-and the resulting consequences of their decisions. With the uncertainty of war and the blending of diverse organizations, the author illustrates that commanders must balance empowerment with accountability by developing depth in command relationships among their subordinates. Orginally published in 2007.

Book The Scientific Way of Warfare

Download or read book The Scientific Way of Warfare written by Antoine J. Bousquet and published by Oxford University Press. This book was released on 2022-06-15 with total page 379 pages. Available in PDF, EPUB and Kindle. Book excerpt: Bousquet's landmark book examines the impact of key technologies and scientific ideas on the theory and practice of warfare and the handling of the perennial tension between order and chaos on the battlefield. Spanning the entire modern era, from the Scientific Revolution to the present, it offers a systematic account of modern warfare as the constitution of increasingly complex assemblages of bodies and machines whose integration rests upon a military assimilation of scientific thought. Reflecting the pervasive influence of scientific conceptual frameworks upon warfare, modern armies have been successively organised by reference to the paradigmatic technologies of the clock, engine, computer, and network. Conversely, major scientific developments and technological breakthroughs have become intertwined with the experience of war, especially since the Second World War's unprecedented mobilisation of scientific rationality and technical expertise. This increasingly tight symbiosis between science, technology, and war is at the heart of both the tremendous powers and enduring pathologies displayed by the contemporary military machine. In this new and revised edition, Bousquet extends the analysis to encompass the latest developments in the scientific way of warfare in the midst of renewed great power competition and a wave of technological innovation in artificial intelligence and robotics.

Book excerpt: Words of Intelligence: A Dictionary is intended for the intelligence and national security men and women who are fighting the Global War on Terrorism at all levels: local, state, and federal. The intelligence community has undergone massive changes since the Central Intelligence Agency, National Security Agency, and the Department of Defense were created, and recently, with the establishment of Homeland Security and a Director of National Intelligence, it has taken on even more duties and responsibilities. Intelligence now must be transmitted to state and local public administrators, health officials, and transportation planners (to name just a few) in times of a possible domestic attack. Containing over 600 terms related to theoretical aspects of intelligence, intelligence operations, intelligence strategies, security classification of information, obscure names of intelligence boards and organizations, and homeland security, this dictionary is an invaluable tool for those requiring a working knowledge of intelligence-related issues. A topical index is also included.

Available in PDF, EPUB and Kindle. Book excerpt: Now that there’s software in everything, how can you make anything secure? Understand how to engineer dependable systems with this newly updated classic In Security Engineering: A Guide to Building Dependable Distributed Systems, Third Edition Cambridge University professor Ross Anderson updates his classic textbook and teaches readers how to design, implement, and test systems to withstand both error and attack. This book became a best-seller in 2001 and helped establish the discipline of security engineering. By the second edition in 2008, underground dark markets had let the bad guys specialize and scale up; attacks were increasingly on users rather than on technology. The book repeated its success by showing how security engineers can focus on usability. Now the third edition brings it up to date for 2020. As people now go online from phones more than laptops, most servers are in the cloud, online advertising drives the Internet and social networks have taken over much human interaction, many patterns of crime and abuse are the same, but the methods have evolved. Ross Anderson explores what security engineering means in 2020, including: How the basic elements of cryptography, protocols, and access control translate to the new world of phones, cloud services, social media and the Internet of Things Who the attackers are – from nation states and business competitors through criminal gangs to stalkers and playground bullies What they do – from phishing and carding through SIM swapping and software exploits to DDoS and fake news Security psychology, from privacy through ease-of-use to deception The economics of security and dependability – why companies build vulnerable systems and governments look the other way How dozens of industries went online – well or badly How to manage security and safety engineering in a world of agile development – from reliability engineering to DevSecOps The third edition of Security Engineering ends with a grand challenge: sustainable security. As we build ever more software and connectivity into safety-critical durable goods like cars and medical devices, how do we design systems we can maintain and defend for decades? Or will everything in the world need monthly software upgrades, and become unsafe once they stop?
