Drawing on two analytic frameworks of the contemporary anthropology of policy—translation and assemblage—Kingfisher situates policy as an artifact and architect of cultural meaning, as well as a site of power struggles. All points of engagement with policy are approached as sites of policy production that serve to transform it as well as reproduce it. As such, A Policy Travelogue provides an antidote to theorizations of policy as a-cultural, rational, and straightforwardly technical.

Feldman asks how this seven-member team makes ethical judgments when they secretly investigate smugglers, traffickers, migrants, lawyers, shopkeepers, and many others. He asks readers to consider that gray zones create opportunities both to degrade subjects of investigations and to take unnecessary risks for them. Moving in either direction largely depends upon bureaucratic conditions and team members' willingness to see situations from a variety of perspectives. While the collection offers a distinctive geographical focus, it simultaneously emphasizes the translocal qualities of specific locations through their entanglements in transpacific assemblages within and across cultural, social and economic spheres. Furthermore, without neglecting the inextricable, historical dimension of anthropological perspectives, the focus is on the diverse and unexpected contemporary forms of cultural, social and economic encounters and engagements, and on (re)emerging Indigenous networks. Primarily based on empirical research, the volume explores face-to-face encounters, relations "from below," and transcultural interactions and relationships in, as well as ideas and conceptualizations of, cultural spaces across localities that have long been perceived as separate, but are indeed closely interconnected.
