Guided by these questions, this book covers the history of water in the most significant cities, the role of water in landscape transformation, the irrigation systems and water devices in gardens and villas, and, lastly, the theoretical and educational background on water management and hydraulics in the Iberian Peninsula between the sixteenth and the nineteenth centuries. Historiography on water management in the territory that is today Spain has highlighted the region’s role as a mediator between the Islamic masters of water and the Christian world. The history of water in Portugal is less known, and it has been taken for granted that is similar to its neighbour. This book compares two countries that have the same historical roots and, therefore, many similar stories, but at the same time, offers insights into particular aspects of each country. Book excerpt: This study examines the interdependence of gender, sexuality and space in the early modern period, which saw the inception of architecture as a discipline and gave rise to the first custodial institutions for women, among them convents for reformed prostitutes. Meanwhile, conduct manuals established prescriptive mandates for female use of space, concentrating especially on the liminal spaces of the home. This work traces literary prostitution in the Spanish Mediterranean through the sixteenth and seventeenth centuries, from the rise of courtesan culture in several key areas through the shift from tolerance of prostitution toward repression. Kuffner's analysis pairs canonical and noncanonical works of fiction with didactic writing, architectural treatises, and legal mandates, tying the literary practice of prostitution to increasing control over female sexuality during the Counter Reformation. By tracing erotic negotiations in the female picaresque novel from its origins through later manifestations, she demonstrates that even as societal attitudes towards prostitution shifted dramatically, a countervailing tendency to view prostitution as an essential part of the social fabric undergirds many representations of literary prostitutes. Kuffner's analysis reveals that the semblance of domestic enclosure figures as a primary erotic strategy in female picaresque fiction, allowing readers to assess the variety of strategies used by authors to comment on the relationship between unruly female sexuality and social order.

Book excerpt: Professor John Hills' report on fuel poverty (March 2012, DECC) found that the problem of fuel poverty was being measured in the wrong way. Proper measurement is integral in designing effective polices to counter fuel poverty. This consultation looks at changing the approach to measurement (currently based on whether a household would need to spend more than 10% of its income on energy to keep warm). Section 1 sets out the background to the Hills Review and summarises its main findings. Section 2 focuses on the proposal for a new definition (the Low Income High Costs indicator) and also covers the recommended changes to the methodology used to calculate the fuel poverty statistics. The proposed changes raises questions about how a new definition fits with t he current target, which is set out in the Warm Homes and Energy Conservation Act 2000. Section 3 of this paper considers whether the definition and target should be aligned and how to achieve that. Finally, section 4 considers next steps. The Government intends to publish a refreshed fuel poverty strategy early in 2013 incorporating the new definition.

Book excerpt: It has long been claimed that addressing biodiversity loss and other environmental problems demands a better understanding of the social dimensions of conservation; nevertheless, the active participation of indigenous peoples and local communities (IPLCs) in conservation initiatives is still a challenging and somehow controversial issue. In this context, this book hopes to give voice to other perspectives related to biodiversity conservation beyond the “fortress conservation” model and emphasize one of the pillars of democracy – popular participation. It covers a wide range of environments and issues of special significance to the topic, such as the expansion of culturally constructed niches, protected areas and food security, community-based management, participatory agroforestry, productive restoration and biocultural conservation. The contents also explore the limitations and shortcomings of participatory practices in protected areas, the relationship between the global crisis of democracy and the decline of biocultural diversity, as well as present current discussions on policy frameworks and governance systems for effective participatory biodiversity conservation.
