However, this positive outlook remains fragile due to uncertain global economic conditions, low fiscal buffers, growing debt service obligation, costly external borrowing, and escalating conflict and violence, which continue to weigh on economic activity in the region. Despite the projected boost in growth, the pace of economic expansion in the region remains slow and insufficient to significantly affect poverty reduction. Structural inequality is at the core of these challenges and tackling it can help to restore growth and accelerate poverty reduction. While domestic resource mobilization and support from the international community can help alleviate the region's funding squeeze, investing in human capital, and strengthening local capacity for service delivery can build people's capacity to seize market opportunities. Policies that boost market access by addressing institutional distortions and market imperfections are also critical for fostering inclusive growth.

A major part of its objectives is to stimulate workforce actions in alignment with national, regional and global strategies and plans. These actions are delivered at country and regional level through multisectoral Member State-led collaboration and catalytic technical and financial support. Other joint W4H work includes developing and adapting key global public goods, including an international platform for health worker mobility, an interagency data exchange platform, an ILO and OECD approach to anticipating the skills needs of health workers, and a methodology for measuring employment impact. This document presents the findings of an independent end-of-project review of the Working for Health five-year action plan for health employment and inclusive economic growth (2017–2021) Working for Health Multi Partner Trust Fund over the first action plan period. This included direct support to 13 countries, two economic regions and three global projects. The review is based on the evaluation criteria of relevance, efficiency, effectiveness, impact and sustainability. The review also looks to the future of sustaining investment and support for implementation of subsequent projects under the new Working for Health 2022–2030 Action Plan and its MPTF, which was extended by Member States at the Seventy-fifth World Health Assembly in May 2022.

High HIV incidence among young (ie, 15–30 years old) African cisgender women persists during pregnancy and postpartum, and there is evidence that HIV acquisition risk more than doubles during this period. A new HIV infection has important short- and long-term consequences for the mother’s health. Acute maternal HIV infection is also associated with increased vertical transmission risk, making prevention of HIV among pregnant and breastfeeding populations a global health priority. As access to antiretroviral therapy continues to expand, new—and often undiagnosed—maternal HIV infections during pregnancy and breastfeeding contribute to a growing proportion of new pediatric HIV cases, and urgent focus of interventions to eliminate vertical HIV transmission. To address this important gap, The World Health Organization (WHO) and several national HIV programs recommend offering pre-exposure prophylaxis (PrEP) to pregnant and breastfeeding populations at substantial risk for HIV. To fully realize the promise of PrEP in antenatal and postnatal settings, however, “real world” clinical and implementation data are urgently needed. Further, there is a need for research on novel, long-acting tools that prevent HIV acquisition in all populations, including pregnant and breastfeeding populations.
