Book excerpt: This White Paper sets out the Government's proposal to introduce a power for local authorities and the Greater London Authority (GLA) to raise and retain local supplements on the national business rate, having examined carefully the potential benefits and costs, including economic impacts. Building on the extensive public sector debate on reforms to business rates in England, the recommendations of the Lyons Inquiry (ISBN 9780119898545) and the commitment to consider options for business rate supplements in the review of sub-national economic development and regeneration, the Government's proposed model for business rate supplements involves four levels of protection for business: revenue from supplements will only be available for spending on economic development, such as infrastructure. a national upper limit of 2p in the pound will be set on the level of supplements that can be levied. to protect smaller businesses from disproportionate burdens, properties liable for business rates with a rateable value of £50,000 or less will be exempted from paying supplements. where the supplement will support more than a third of the total cost of the project there will additionally be a full 'double-lock' ballot of businesses affected. Revenues from the supplements will be locally raised and retained, with local decision-making on the duration of any supplement and the specific projects it should be spent on. Only the highest tier local authority in ant area should be entitled to levy supplements. These authorities will be able to raise supplements for projects, within the existing statutory framework.

Book excerpt: This paper describes the many disadvantages associated with the National Non-Domestic (Business) Rates in the UK, and proposes replacing them with a Land Value Tax as proposed in the Mirrlees Review. It describes the impact of such a proposal, and proposes the details of a feasibility study that should be conducted by Treasury. Such a reform would reduce the burden of rates on premises that make good use of their site, while increasing the financial costs for sites that are poorly used, underdeveloped, derelict or being held out of use until their sale price rises. Owners of these sites would either have to make good use of their site or sell it to somebody who will. This would make land available for enterprise, stimulate economic growth in areas where the local economy is struggling and provide employment opportunities for local people.

The remit was extended to cover questions relating to the function of local government and its future role as well as how it is funded, and also to consider the implications of the Barker (ISBN 0118404857), Eddington (ISBN 0118404873) and Leitch (ISBN 0118404865) reports. His overall conclusions are as follows: (1) local government is an essential part of our system of government; (2) central and local government needs to work more closely together as part of a single system, and local people should have a greater say in setting local priorities to enable authorities to manage pressures on public expenditure and improve satisfaction; (3) a mosaic of reforms is needed in the short term to address the most urgent problems, paving the way for more radical reforms in the medium- and longer-term. Recommendations include: automated council tax benefit; an end to capping; revaluation of properties for council tax; new bands with higher bills for those in more expensive properties and lower bills for those in the cheapest; consider reserving a fixed proportion of income tax for local government; longer term options should include local income tax and relocalisation of the business rate. Sir Michael concludes that council tax is not 'broken', but that it is under too much pressure, is seen as unfair, and has some limitations in that it is not a naturally buoyant source of revenue.

Book excerpt: The Treasury Sub-Committee calls for much greater transparency from the Treasury in accounting for the liabilities taken on by the nationalisation and part-nationalisation of financial institutions. The report recommends that these disclosures appear in the annual Treasury resource accounts. Furthermore they should be at least as comprehensive as those made by major corporations and go further than meeting the minimum acceptable accounting standards. In particular, the Report notes that the Treasury's 2007-08 Annual Report and Accounts cover the Government's financial relationship with Northern Rock but do not comment on its performance under temporary public ownership. Given the level of interest in the fully nationalised institutions of Northern Rock and Bradford & Bingley, and the Treasury's role in their governance, the report recommends that key performance information for these institutions be published in the resource accounts as well. The wholesale nationalisation of Northern Rock, and Bradford & Bingley has created governance responsibilities for the Treasury while these entities remain under public ownership. The Government's announcements of October 2008 created further responsibilities regarding the oversight of part-nationalised banks, and created a new body, UK Financial Investments (UKFI). The report calls for UKFI to report annually to Parliament and to be accountable to the Treasury Committee. The Committee wants the Government to identify and publish performance indicators for UKFI, and to report against these measures on a six-monthly basis. All these developments are additional challenges for the Treasury and require it to act in areas its current staff base may not be fully equipped for or familiar with. The Government must ensure the Treasury is sufficiently resourced to manage the extended responsibilities arising from the economic downturn, especially those regarding financial stability.
