Book excerpt: Poor even by the standards of West Africa and landlocked at the edge of the Sahel, Burkina Faso—the “Land of Men of Dignity”—has been plagued by political instability since independence from France in 1960. The country has suffered five military coups, the last of which cost the life of the outspoken and charismatic leader Thomas Sankara, who had waged war on poverty, corruption, and illiteracy. Yet Burkina’s growth was surprisingly strong during the 1980s, as it made the best of its meager assets in cotton, gold, and livestock. The country is also fortunate in its relative lack of ethnic conflict, and the several religions practiced—Islam, Christianity, and animism— peacefully coexist. Burkina has earned mixed reviews on the international stage, however, fighting two wars with Mali and supporting Taylor’s rebels in the Liberian civil war. In this textured introduction to Burkina Faso, Pierre Englebert highlights the historical and contemporary factors that account for the country’s instability; considers the ethnic, religious, and social contours of the Burkinabé polity; examines in depth the country’s economic policies and prospects; and analyzes Burkina’s external relations. In November 2010 President Blaise Compaore was reelected to a fourth term with more than 80 percent of the vote. Despite some irregularities and the resource advantage held by the president, international observers considered the election to have been free and transparent. The president, assisted by members of his party, the Congress for Democracy and Progress (CDP), continued to dominate the government. The CDP won a majority in the 2007 legislative elections, which observers declared generally free and orderly despite irregularities, including fraud involving voter identification cards. There were instances in which elements of the security forces acted independently of civilian control. Major human rights problems included security force use of excessive force against civilians, criminal suspects, and detainees; abuse of prisoners and harsh prison conditions; and societal violence and discrimination against women and children, including female genital mutilation. Other major abuses included arbitrary arrest and detention, judicial inefficiency and lack of independence, official corruption, trafficking in persons, discrimination against persons with disabilities, and child labor. The government took steps to prosecute individuals in the police and military accused of human rights abuse. However, impunity remained a problem in the country.

However, the global COVID-19 pandemic caused a significant slowdown in economic growth in 2020, while an increase in armed insurgencies by domestic terrorist groups also had an adverse effect on the economy. Burkina Faso’s GDP growth is projected to reach 5.0 percent in 2023 and 5.3 percent in 2024 (World Bank 2023), suggesting the economy is unlikely to return to its pre-pandemic growth trajectory. Agriculture remains an important sector, accounting for one-fifth of GDP and nearly half of employment in Burkina Faso. The agriculture sector also performed well, growing at around 5 percent annually in the 2009 to 2019 period (NISD 2021). In this brief, we look beyond primary agriculture to understand how Burkina Faso’s broader agrifood system (AFS) is contributing to growth and transformation in the country.
