Book excerpt: Excerpt from Bureau of Indian Affairs and Indian Health Service Reorganization: Hearing Before the Committee on Indian Affairs, United States Senate, One Hundred Fourth Congress, First Session I understand that the ihs has established the Indian Health De sign Team to development recommendations for the reorganization of the ihs. On Jul 14, the Indian Health Design Team released its draft recommendations. Under their proposal, the Indian Health Service would be restructured at the area and headquarters levels, to change the focus of these offices from controlling the activities of tribal health programs to supporting tribal health programs. In addition, the team recommends that ihs area and head quarters resources and expertise be consolidated to support local health programs needs. Finally, the report requires any savings realized by reorganiza tion to be reinvested at the tribal level. Let me conclude by saying that I remain committed to working closely with Indian tribes and the Secretaries of the Interior and ihs, to realize the vision of those tribal leaders who participated in the work of the Tribal Reorganization Task Force and the ihs Design Team. I will insist on nothing less than real and lasting change at the bia and ihs. I look forward to hearing from our distinguished panelists on the need for fundamental reorganization. Please be assured that your entire statements will be made a part of the record, and before we hear from our first panel of witnesses, I would like to recognize my old and dear friend, Senator Stevens. Book The Bureau Of Indian Affairs

Download or read book The Bureau Of Indian Affairs written by Theodore W Taylor and published by Routledge. This book was released on 2019-07-11 with total page 205 pages. Available in PDF, EPUB and Kindle. Book excerpt: Landmark legislation, such as the Indian Self-Determination and Education Assistance Act of 1975, as well as increasing federal subsidies for Native Americans, growing demand for the energy resources located on the 50 million acres of Native American lands, expanding numbers of Native Americans and their interest groups, devastating reservation unemployment, and other factors have in the last decade radically changed the environment in which the Bureau of Indian Affairs (BIA) operates. This book presents an up-to-date description and analysis of the BIA, including its missions, organization, functions, administration, problems, and decision-making and -implementing processes. Attention is given, too, to the often friction-laden interactions of the BIA and other governmental units (among them the Department of the Interior, Office of Management and Budget, Congress, the courts, Indian Health Service, and tribal, state, and local governments) with each other and with Indian interests. Abundant tables provide information on such topics as the 1980 Indian population and land by state, BIA budgets, and agricultural and mineral production on Indian lands. Dr. Taylor examines the current operations of the Bureau under the Reagan administration and explores possible policy decisions that will affect Native Americans as well as non-Indian citizens. The book includes a foreword by Phillip Martin, chief of the Mississippi Band of Choctaw Indians and president of the National Tribal Chairmen's Association.
