Book excerpt: In School of Europeanness, Dace Dzenovska argues that Europe’s political landscape is shaped by a fundamental tension between the need to exclude and the requirement to profess and institutionalize the value of inclusion. Nowhere, Dzenovska writes, is this tension more glaring than in the former Soviet Republics. Using Latvia as a representative case, School of Europeanness is a historical ethnography of the tolerance work undertaken in that country as part of postsocialist democratization efforts. Dzenovska contends that the collapse of socialism and the resurgence of Latvian nationalism gave this Europe-wide logic new life, simultaneously reproducing and challenging it. Her work makes explicit what is only implied in the 1977 Kraftwerk song, "Europe Endless": hierarchies prevail in European public and political life even as tolerance is touted by politicians and pundits as one of Europe’s chief virtues. School of Europeanness shows how post–Cold War liberalization projects in Latvia contributed to the current crisis of political liberalism in Europe, providing deep ethnographic analysis of the power relations in Latvia and the rest of Europe, and identifying the tension between exclusive polities and inclusive values as foundational of Europe’s political landscape.

Baltic Socialism Remembered is a rare attempt to engage with the mnemonic worlds of social groups and individuals rather than with memory politics and monumental history. The contributors try to chart unpredictable ways in which public and national memory affect individual memory, and vice versa. Understanding complexity and diversity of memory workings in such compact region as the Baltic states will enable a more nuanced policy-making. Book excerpt: Appearing on the world stage in 1918, Lithuania suffered numerous invasions, border changes and large scale population displacements.The successive occupations of Stalin in 1940 and Hitler in 1941, mass deportations to the Gulag and the elimination of the Jewish community in the Holocaust gave the horrors of World War II a special ferocity. Moreover, the fighting continued after 1945 with the anti-Soviet insurrection, crushed through mass deportations and forced collectivization in 1948-1951. At no point, however, did the process of national consolidation take a pause, making Lithuania an improbably representative case study of successful nation-building in this troubled region. As postwar reconstruction gained pace, ethnic Lithuanians from the countryside – the only community to remain after the war in significant numbers – were mobilized to work in the cities. They streamed into factory and university alike, creating a modern urban society, with new elites who had a surprising degree of freedom to promote national culture. This book describes how the national cultural elites constructed a Soviet Lithuanian identity against a backdrop of forced modernization in the fifties and sixties, and how they subsequently took it apart by evoking the memory of traumatic displacement in the seventies and eighties, later emerging as prominent leaders of the popular movement against Soviet rule.

That is the case in the Intermarium, the land between the Baltic and Black Seas in Eastern Europe. The area is the last unabashed rampart of Western Civilization in the East, and a point of convergence of disparate cultures. Marek Jan Chodakiewicz focuses on the Intermarium for several reasons. Most importantly because, as the inheritor of the freedom and rights stemming from the legacy of the Polish-Lithuanian/Ruthenian Commonwealth, it is culturally and ideologically compatible with American national interests. It is also a gateway to both East and West. Since the Intermarium is the most stable part of the post-Soviet area, Chodakiewicz argues that the United States should focus on solidifying its influence there. The ongoing political and economic success of the Intermarium states under American sponsorship undermines the totalitarian enemies of freedom all over the world. As such, the area can act as a springboard to addressing the rest of the successor states, including those in the Caucasus, Central Asia, and the Russian Federation. Intermarium has operated successfully for several centuries. It is the most inclusive political concept within the framework of the Commonwealth. By reintroducing the concept of the Intermarium into intellectual discourse the author highlights the autonomous and independent nature of the area. This is a brilliant and innovative addition to European Studies and World Culture.

This has not, however, halted resurgent Russian revanchism in the region; given Russia's aggressive actions starting in Ukraine in 2014, defense of the Baltic has gained a new urgency and prominence. In The West's East, Lukas Milevski places the Baltic states in strategic and historical perspective. Through these nations' experiences, he sheds light on how independent states have been able to persist, despite being surrounded by predatory great powers. The work offers a deep overview of the region's history, from the indigenous Baltic tribes which populated it to the post-Cold War era, followed by recent political analogies of West-Russia relations. Analyses of today's strategic balance in the region indicate the various actors' geopolitical outlooks, strategic cultures, military capabilities, and non-military security vulnerabilities. As Milevski argues, the NATO-Russia relationship will play the major role in any potential conflict in the Baltic, but neutrals Finland and Sweden must also be factored into the strategic analysis. Using the logic of strategy he anticipates potential military interaction in the region step by step-from deterrence, to Russia's choice of offensive strategy, to area denial and NATO's return and break into the Baltic theater, and finally war termination-to determine the answer to the ultimate question: how much defense for the Baltic is enough? The West's East gives both experts and policymakers alike the background and framework for thinking strategically about a region that has re-emerged as a significant geopolitical concern in the Putin-Trump era.
