The Crown, the chancellor, the principal ministers, and the secretaries of state are all supposed to have worked in concert to break the power of the nobles and governors, abolish local Estates, and even intervene in the selection of municipal councillors. The fiscal and institutional development of the province of Dauphiné, however, suggests a very different absolutist dynamic. While it is clear that the Crown wanted to standardize and, when possible, centralize the institutions of the province, it is equally clear that , from the 1540s on, certain groups anxious for provincial tax reform actively encouraged royal intervention. Daniel Hickey analyses the individuals and groups that directed each stage of the struggle for tax reform: rural villagers, the élite of the ten major cities, lawyers and legal groups, and new and old nobles. Each group expressed itself through the means available to it: peasant revolt, courtroom hearings, local village meetings, or lobbying at court. The social alliances made during the struggle were temporary in nature and often united groups that would normally have been opposed to each other. But they were effective. Hickey identifies two major results of this social movement: the Crown was able to take major steps towards integrating Dauphiné into the kingdom, and the province's fiscal structure underwent a major reform.

Book excerpt: For almost a hundred years the academic study of migration concentrated on evolving standardised models of migration behaviour based on data from censuses or the registration of births, marriages and deaths. More recently, it has been realised that such models fail to take into account the decision-making behind migration and that better understanding will come from study of the behaviour of individuals as well as aggregate numbers. In this book the imaginative use of alternative sources – for example, apprentice books, guild and craft records, legal and court documents, diaries and biographies – gives fresh insights into the processes of movement to reveal much more complex circulatory behaviour than the standard models derived from census and registration sources alone have suggested.The first chapter confronts the issue of rural mobility in post-famine Ireland and is followed by a study centred on Alpine rural families which built impressive networks across pre-industrial Western Europe. Two chapters focus on the particular characteristics of worker groups: mining families of south Lancashire during the period of rapid increase in coal production in the eighteenth century; and the organised mobility of skilled labour in nineteenth-century central Europe. Next, an imaginative and rigorous deployment of the techniques of family reconstruction and record linkage embracing a variety of sources (vital event registers, wills, port books, apprentice records) teases out the migration histories of those who settled in eighteenth-century Liverpool. There are two chapters on female migrant behaviour, drawing attention in the case of eighteenth-century Rheims to the opportunities and restrictions on the life of migrant women at different points in their lifecycles; and showing how poor women struggled to survive in nineteenth-century Dublin. The final chapter uses family histories assembled by numerous genealogists and family historians to challenge the orthodox view of direct stepwise migration from a smaller to a larger town in the urban hierarchy.

The bibliographical resources, however, which the historian of these sub jects has at his disposal correspond hardly at all to the essentially inter national character of the object of his studies. Since the appearance of the retrospective bibliography of BIG MORE and WYMAN, covering the subject comprehensively up to 1880, the only current bibliography has been the lnternatwnale Bibliographie des Buch-und Bi bliothekswesens. Covering a representative part of newly published liter ature, it appeared from 1928, but did not survive the Second World War. More recently, several useful, but limited, bibliographies have appeared.

Traumatic Politics emerges as a fresh voice from the existing historiography of this widely studied course of events. In applying a psychological lens to the classic problem of why the French Revolution’s first representative assembly was unable to reach a workable accommodation with Louis XVI, Barry Shapiro contends that some of the key political decisions made by the Constituent Assembly were, in large measure, the product of traumatic reactions to the threats to the lives of its members in the summer of 1789. As a result, Assembly policy frequently reflected a preoccupation with what had happened in the past rather than active engagement with present political realities. In arguing that the manner in which the Assembly dealt with the king bears the imprint of the behavior that typically follows exposure to traumatic events, Shapiro focuses on oscillating periods of traumatic repetition and traumatic denial. Highlighting the historical impact of what could be viewed as a relatively “mild” trauma, he suggests that trauma theory has a much wider field of potential applicability than that previously established by historians, who have generally confined themselves to studying the impact of massively traumatic events such as war and genocide. Moreover, in emphasizing the extent to which monarchical loyalties remained intact on the eve of the Revolution, this book also challenges the widely accepted contention that prerevolutionary cultural and discursive innovations had “desacralized” the king well before 1789.

Gregory Hanlon stresses the narrative of events unfolding in northern Italy, examining the participation of the little state in these epic European events. The first chapter describes the constitution of Cardinal Richelieu's anti-Habsburg alliance and Odoardo's eagerness to be part of it. A chapter on the Parman professional army, based on an extraordinary collection of company roster-books, sheds light on the identity of over 13,000 individuals, soldier by soldier, the origin and background of their officers, the conditions of their lodgings, and the good state of their equipment. Chapter three follows the first campaign of 1635 alongside French and Savoyard contingents at the failed siege of Valenza, and the logistical difficulties of organizing such large-scale operations. Another chapter examines the financial expedients the duchy adopted to fend off incursions on all its borders in 1636, and how militia contingents on both sides were drawn into the fighting. A final chapter relates the Spanish invasion and occupation which forced duke Odoardo to make a separate peace. The volume includes a detailed assessment of the impact of war on civilians based on parish registers for city and country. The application of the laws of war was largely nullified by widespread starvation, disease and routine sex-selective infanticide. These quantitative analyses, supported by maps and tables, are among the most detailed anywhere in Europe in the era of the Thirty Years' War.
