Book excerpt: Unmanned aircraft systems (UASs) have become increasingly prevalent in and important to U.S. military operations. Initially serving only as reconnaissance or intelligence platforms, they now carry out such other missions as attacking enemy forces. The swift expansion in their numbers and in the demand for their employment has, however, significantly increased demands on logistics and training systems. The challenge is not simply training system operators but also training operational forces and their commanders to integrate the systems into combat operations. Much of that aspect of training has thus far happened as units employ the systems in actual operations - essentially, on-the-job training. UAS training, particularly for the employment of UASs, now needs to be integrated more formally and cost-effectively into service and joint training programs. This report develops a general concept for training military forces in employment of UASs and a framework for addressing the training requirements and discusses the limits of existing infrastructure in supporting UAS training. Interoperability among services is another issue, because services have thus far mainly developed training suitable for their own needs. But the services have established a set of multiservice tactics, techniques, and procedures for UASs, which should facilitate interoperability training. At present, units are not always ready for joint training, so the focus should be on improving training at the unit level in the employment of UAS capabilities, with the overall guiding principle being to "train as we fight."

Book excerpt: As recently as 10 years ago, few would have predicted the speed and impact with which unmanned aircraft systems (UAS) would burst onto the national scene and become invaluable contributors in both combat and noncombat operations (including assisting in domestic relief efforts). The rapidity with which these systems have been incorporated into the Department of Defense (DOD) inventory is unprecedented. What should not come as a surprise, however, is that in the sprint to employ these systems for American national security interests, the evolution of UAS capabilities has outpaced the development and implementation of an overarching concept of operations to govern their use. We must remedy this situation now and set ourselves to the task of forging an appropriate UAS employment strategy that will ensure the integration of these resources to optimize their use in joint force operations. The following perspectives are offered as a starting point for building and codifying a joint UAS paradigm that gets the most out of these resources in order to increase capability for joint forces, while promoting Service interdependency and the wisest use of Americans' tax dollars.

Since 2008, the Air Force has more than quadrupled its requirements for UAS pilots but faced challenges meeting the requirements due to UAS pilot shortages. Meanwhile, a 2015 Army review found that Army UAS units' mishap rate was higher than for other aircraft and Army officials stated that training shortfalls had contributed to the mishaps. Senate Report 114-49 included a provision that GAO review Air Force and Army UAS personnel strategies. GAO assesses the extent to which the Air Force and the Army have (1) applied key principles of effective strategic human capital planning for managing UAS pilots and (2) evaluated the workforce mix to meet UAS pilot requirements. GAO compared its previously developed key principles of effective strategic human capital planning with Air Force and Army actions. GAO analyzed data on required and actual Air Force UAS pilots and data on Army UAS training.

By using the ATM, commanders ensure that individual and crew proficiency match their units' mission and that unmanned aircraft crewmembers (UACs) routinely employ standard techniques and procedures. UACs will use this manual as a "how to" source for performing crewmember duties. This manual provides performance standards and evaluation guidelines so that crewmembers know the level of performance expected. Each task has a description that describes how it should be done to meet the standard. Standardization officers, evaluators, and unit trainers will use this manual and Army Regulation (AR) 95-23 as the primary tools to assist the commander in developing and implementing this ATP. Technical Circular (TC) 1-210 does not apply to the UAS ATP. This TC applies to the Active Army, the Army National Guard (ARNG)/Army National Guard of the United States (ARNGUS), and the United States Army Reserve (USAR) unless otherwise stated.
