Book excerpt: The decision to use a military intervention to achieve a political goal is inherently risky. To offset some of these risks, slates sometimes seek to build coalitions made up of partner states that have similar objectives. This report uses quantitative analysis and a series of qualitative case studies to identify and describe factors that seem to be associated with U.S. decisions to use coalitions for military interventions, factors that drive partner slates to join such coalitions, and factors that shape the success of military coalitions. The findings indicate that the United States relies on coalitions when operational demands are high and to build international legitimacy for military action. Partner states are most likely to join U.S. coalitions when they have close ties with me United States, when the precipitating crisis is in their home region, when they seek to advance their international standing, and when the coalition has support from an intergovernmental organization. As the United States faces more significant threats from near peer competitors, it may need to rely on partners more heavily and can leverage the insights in this report to construct strong and durable coalitions. How does international burden-sharing in this context look like: between the rich and the poor; the big and the small? These are the questions Marina E. Henke addresses in her new book Constructing Allied Cooperation. Through qualitative and quantitative analysis of 80 multilateral military coalitions, Henke demonstrates that coalitions do not emerge naturally. Rather, pivotal states deliberately build them. They develop operational plans and bargain suitable third parties into the coalition, purposefully using their bilateral and multilateral diplomatic connections—what Henke terms diplomatic embeddedness—as a resource. As Constructing Allied Cooperation shows, these ties constitute an invaluable state capability to engage others in collective action: they are tools to construct cooperation. Pulling apart the strategy behind multilateral military coalition-building, Henke looks at the ramifications and side effects as well. As she notes, via these ties, pivotal states have access to private information on the deployment preferences of potential coalition participants. Moreover, they facilitate issue-linkages and side-payments and allow states to overcome problems of credible commitments. Finally, pivotal states can use common institutional contacts (IO officials) as cooperation brokers, and they can convert common institutional venues into fora for negotiating coalitions. The theory and evidence presented by Henke force us to revisit the conventional wisdom on how cooperation in multilateral military operations comes about. The author generates new insights with respect to who is most likely to join a given multilateral intervention, what factors influence the strength and capacity of individual coalitions, and what diplomacy and diplomatic ties are good for. United States-led coalitions execute massive construction projects that enable strategy, extend influence, shape operations, and facilitate tactical actions. Infrastructure development builds host nation capacity, meet political objectives, and enable military operations. Infrastructure provides access, basing, and lines of communication, essential factors in planning operations. Construction supports operational design by enabling the movement and maneuver of forces in a theater of operations. Contingency construction, military engineering, and contracted construction play a vital role in warfare by enabling the commander to execute the desired course of action by shaping the physical environment and setting conditions. This monograph uses a case study analysis focusing on the influence of construction in large-scale ground combat operations on creating coalitions, building partners, and military operations. The case studies are the construction of the Ledo Road in the China-Burma-India (CBI) Theater of World War II and the construction efforts during Operation Desert Shield of the 1990-1991 Gulf Conflict. Each case study discusses the theater strategy, construction challenges, and operational level impacts. Built into the discussion is how construction addresses challenges of geography and helps create a cooperative environment leading to coalition building. As the US Army transitions to large-scale ground combat operations, by comparing the case studies and considering the future, this monograph explores the role of construction and coalitions in enabling operational art. Most SAMS students complete the regular CGSC course, then stay for a second academic year. Most go on to planning jobs in field units. This collection contains all the publicly releasable monographs produced since the program began in 1986. On 5 April 19-1, in cooperation with other allied nations, President Bush ordered American Military forces to begin airlifting humanitarian supplies to the Kurdish refugees. This Presidential decision established the largest military coalition ever formed in support of humanitarian operations. OPERATION PROVIDE COMFORT was the code name used for the worldwide outpouring of humanitarian assistance provided to the Kurdish displaced persons. The coalition formed to support this operation consisted of army, navy, marine, air force, governmental and non- governmental agencies from thirteen nations. Time was critical. The coalition had to be formed quickly to provide the necessary humanitarian assistance to stop the dying in the mountains. The process of developing a military coalition to support humanitarian operations is described in this individual study project. The conclusion presents key considerations in coalition building in the area of command relationships, rules of engagement and unit capabilities. Recommendations are made in response to the key considerations. Building coalitions to support humanitarian operations will continue into the 21st century and the United States must be prepared to lead in the formation of coalitions.

The topic relates to USAREUR's mission; anticipates future requirements; contributes toward building democratic norms within the militaries of emerging democracies; and serves to inform the USAREUR staff, higher headquarters and other U.S. Government agencies of active measures to improve current practices. In 1996, USAREUR undertook to study "Problems and Solutions in Future Coalition Operations." That topic was germane not only because of the U.S. Government's participation in several current coalitions, but also because USAREUR will continue to be in the vanguard, participating in a wide variety of multinational operations. While coalitions may be a way of life for most militaries, changes in the geostrategic environment over the past several years have created new challenges and opport- unities for U.S. participation. Protecting the Kurds in Iraq after the Gulf War, supporting humanitarian relief operations in Rwanda, deploying a preventive diplomacy force to the Former Yugoslav Republic of Macedonia to guard against a spillover of the Balkan conflict, and providing forces to support the implementation of the Dayton Accords for Bosnia have tested the United States' ability to work with new partners, in support of new missions, in unfamiliar parts of the world. There are important similarities and differences between these new coalition operations, and large military operations and bygone NATO plans for operations in Europe against the Warsaw Pact. In fact, some of the former Warsaw Pact states are now partners in coalitions with the United States Other countries from Africa and Asia Minor have participated as well.

The research focuses on how history, foreign policy decisions, defense spending, and key allies have created and shaped the American military instrument of national power and multinational relationships. In 1939, the United States was not bound to any military treaty, nor did it have any troops stationed in a foreign country. Today, the United States is the world's only super power, with a worldwide military presence. The US Army alone has 255,000 soldiers deployed in nearly 80 countries overseas. It is a member of several military alliances, such as the North Atlantic Treaty Organization, which are largely the legacy of post-World War II treaty agreements for regionally based collective security and Soviet Communist containment. Post-Cold War, geopolitical changes have spawned a different breed of multinational military force, the ad hoc coalition. The 1991 Gulf War ushered in the modern military coalition. Now, post-9/11, US troops lead Multi-National Force-Iraq, a "coalition of the willing." With further geopolitical changes, increasing globalism, and the rise of nonstate actors and terrorism, The United States continues to look to multiparty, multinational forces, but in a different, unipolar context. This reframing to build military consensus beyond traditional alliance-based organizations to achieve foreign policy objectives is also necessitated in part by our partners' decreased military spending and willingness to fight. This paper summarizes the effects of US history, foreign policy, defense spending trends, and multilateral relationships and make recommendations on how best to proceed with multinational alliances and coalitions in a post-9/11 world.

Book excerpt: In the aftermath of the Cold War, the world political environment has been, and continues to be, in constant change with evolving formats and cause-effect relationships. But "change," in and of itself, is not a new phenomenon. More accurately for today, it is the rate of change and the lack of accurate lead indicators (i.e., the unpredictability) that complicate the coalition picture in the 21st Century. The results are, in general, short agendas with narrowly focused objectives and limited commitments. This paper identifies some of the issues associated with coalition building and coordination and reports on two effective but distinct methods of meeting national requirements in this arena. Originally, the intent was to compare the US Central Command's Coalition Coordination Center (CCC) in Tampa with the Multinational Planning Augmentation Team (MPAT) approach in US Pacific Command's area of operation but a direct comparison was abandoned because these are simply unlike entities. Additionally, the report avoids repeating, at least in detail, the information already in print or available from US Central Command and US Pacific Command. There is, however, much to discuss regarding how the two commands are approaching similar problems in dissimilar environments.
