Book excerpt: This Book has been prepared by the World Bank, based on an extensive consultation-based diagnostic exercise initiated at the request from the East African Community (EAC) Secretariat. The EAC - in its ongoing efforts to deepen the economic linkages within its fast-growing region and strengthen the competitiveness of its Partner States launched a review of the conduciveness of the existing legal, regulatory, institutional and financial framework in place within the region to foster increased public-private partnership investments in regional infrastructure. The World Bank team, in close cooperation with the Secretariat and through a critical dialogue process with the Partner States also sought to provide recommendations on actions that can be taken by the EAC to augment its role in supporting this regional PPP agenda. This book details the diagnostic outcome and recommendations arising from this exercise. This includes the development of a EAC Policy on PPPs, the establishment of an EAC PPP Resource Centre within the East African Development Bank and further work to develop additional financial instruments such as Project Development Facilities and Viability Gap Funds to further leverage private sector regional PPP engagement and financing. The Report also recommends that the Secretariat establish a specialized Task Force team to carry this initiative forward with a timebound workplan.

Nonetheless, the recent growth path will not be enough to achieve middle-income status and substantial poverty reduction by the end of the decade—the ambition of most countries in the region. This paper builds on methodologies established in the growth literature to identify a group of countries that achieved growth accelerations and sustained growth to use as benchmarks to evaluate the prospects, and potential constraints, for EAC countries to translate their recent growth upturn into sustained high growth. We find that EAC countries compare favorably to the group of sustained growth countries—macroeconomic and government stability, favorable business climate, and strong institutions—but important differences remain. EAC countries have a smaller share of exports, lower degree of financial deepening, lower levels of domestic savings, higher reliance on donor aid, and limited physical infrastructure and human capital. Policy choices to address some of these shortcomings could make a difference in whether the EAC follows the path of sustained growth or follows other countries where growth upturns later fizzled out.

EAC member countries have made noticeable progress in developing domestic capital markets through a regional approach, removing constraints on capital transactions and harmonizing market infrastructure. Nevertheless, empirical analysis suggests capital market integration has not deepened during the past few years in the EAC, although convergence of investment returns is taking place to some extent. Learning from the experience of the West African Economic and Monetary Union and the Association of Southeast Asian Nations, EAC countries would benefit from four actions to accelerate financial market integration: (i) further harmonize market infrastructure; (ii) strengthen regional surveillance mechanisms; (iii) encourage local currency bond issuance by multilateral financial institutions; and (iv) build the capacity of the existing regional institutions.

The treaty, which entered into force in June 2000, aims a comprehensive integration process comprising of trade, economic, and political integration. The ultimate objective is to establish a political federation in 2015 through a progression of trading and economic arrangements (customs union, common market, and monetary union) as well as host of joint projects to develop regional infrastructure, manage regional commons, and produce regional public goods. Given the small size and the low income level of the member countries, aiming for a comprehensive integration is the right strategy, which will enable them to pull their resources together, broaden their markets, harmonize their policies, and enhance their competitiveness collectively to be able to expand their productive capacity and regional and global trade to accelerate growth. Burundi and Rwanda were accepted a new members of the EAC in November 2006. Their membership is expected to be effective in the second half of 2007. This report suggests a list of core priority areas and recommends broad direction of reforms. Its analysis and recommendations will serve as a useful contribution to the ongoing negotiations among the member states for an EAC common market as well as to efforts to harmonize programs between Common Market for Eastern and Southern Africa (COMESA), South African Development Community (SADC), and EAC.

The East African Community, the regional intergovernmental organisation between the Republics of Burundi, Kenya, Rwanda, Tanzania and Uganda, may lay claim to the position of being the most advanced regional block in Africa with respect to progress made at implementing integration objectives. As such, the impact that deepening integration may have had on multinationals operating in the East African Community evokes much interest and attention. This research therefore interrogates the implications of deepening regional integration on business strategy in the East African Community.
