This consultation paper reviews currently available farm income risk management programs and outlines proposals for change to these programs for implementation in the Framework. These changes address concerns related to gaps in coverage, program features that work against program objectives, equity issues, and complexity. Specific proposals are set out for comment from stakeholders regarding the Net Income Stabilization Account, crop (or production) insurance, other risk management programs, and partnerships with the private sector.

Book excerpt: Should a producer fail to repay a spring or a fall advance to a producer organization, the Government of Canada makes the payment on the producer's behalf and the producer becomes indebted to the Crown. [...] It noted gaps in coverage, raised questions about the equity and fairness of the programs in different parts of the country and identified a number of areas where the programs seem to work against each other. [...] According to these principles, risk management programs should be developed in a way that: minimizes the risk of trade action; minimizes the distortion of farmers' production and marketing decisions; focuses on the stability of the whole farm operation and avoids duplication of payments; encourages the use of risk management practices and programs, including the use and development of services off [...] The Proposal In response to the results of extensive consultations with producers, governments are proposing to keep the best of what currently exists while addressing the problems identified in the program review. [...] Strengthening the Capacity of the New NISA to Meet Broader Objectives To meet the broader objectives of stabilization and disaster coverage, the NISA fund has to be larger and it needs to be easier for participants to build up their accounts.
