Book excerpt: In Brown Saviors and Their Others Arjun Shankar draws from his ethnographic work with an educational NGO to investigate the practices of “brown saviors”—globally mobile, dominant-caste, liberal Indian and Indian diasporic technocrats who drive India’s help economy. Shankar argues that these brown saviors actually reproduce many of the racialized values and ideologies associated with who and how to help that have been passed down from the colonial period, while masking other operations of power behind the racial politics of global brownness. In India, these operations of power center largely on the transnational labor politics of caste. Ever attentive to moments of discomfort and complicity, Shankar develops a method of “nervous ethnography” to uncover the global racial hierarchies, graded caste stratifications, urban/rural distinctions, and digital panaceas that shape the politics of help in India. Through nervous critique, Shankar introduces a framework for the study of the global help economies that reckons with the ongoing legacies of racial and caste capitalism.

Pearson places today’s prisons within the region’s longer history of Lenape genocide, chattel slavery, Japanese American labor camps, and other forms of racialized punishment and carceral control. From this vantage, prisons appear not as the structural fix for the region’s failed political economy but as a continuation of the carceral principle that has always sustained it. This ongoing use of confinement, though, is merely the backdrop. Through ethnographic vignettes written in story form, Pearson offers an alternative history of the unruly and unexpected ways that people resist, get by, make money, find joy, and build radical social life in the small, unseen spaces beside large-scale confinement. As such, Pearson enriches our understanding of daily life in and around prisons—in any American community—while providing a kaleidoscope of possibilities for theorizing and organizing alternative paths.

Now—as evidenced by movements from the Arab Spring to Black Lives Matter—revolutions, protests, and political dissidence are profoundly shaped by information circulating through digital networks. Digital Unsettling is a critical exploration of digitalization that puts contemporary “decolonizing” movements into conversation with theorizations of digital communication. Sahana Udupa and Ethiraj Gabriel Dattatreyan interrogate the forms, forces, and processes that have reinforced neocolonial relations within contemporary digital environments, at a time when digital networks—and the agendas and actions they proffer—have unsettled entrenched hierarchies in unforeseen ways. Digital Unsettling examines events—the toppling of statues in the UK, the proliferation of #BLM activism globally, the rise of Hindu nationalists in North America, the trolling of academics, among others—and how they circulated online and across national boundaries. In doing so, Udupa and Dattatreyan demonstrate how the internet has become the key site for an invigorated anticolonial internationalism, but has simultaneously augmented conditions of racial hierarchy within nations, in the international order, and in the liminal spaces that shape human migration and the lives of those that are on the move. Rather than engaging with the geopolitical realities of the present, the contributors consider sovereignty from the perspective of how it is lived and enacted in everyday practice and how it reflects people’s aspirations for new futures. In Saviors and Survivors, Mahmood Mamdani explains how the conflict in Darfur began as a civil war (1987—89) between nomadic and peasant tribes over fertile land in the south, triggered by a severe drought that had expanded the Sahara Desert by more than sixty miles in forty years; how British colonial officials had artificially tribalized Darfur, dividing its population into “native” and “settler” tribes and creating homelands for the former at the expense of the latter; how the war intensified in the 1990s when the Sudanese government tried unsuccessfully to address the problem by creating homelands for tribes without any. The involvement of opposition parties gave rise in 2003 to two rebel movements, leading to a brutal insurgency and a horrific counterinsurgency–but not to genocide, as the West has declared. Mamdani also explains how the Cold War exacerbated the twenty-year civil war in neighboring Chad, creating a confrontation between Libya’s Muammar al-Qaddafi (with Soviet support) and the Reagan administration (allied with France and Israel) that spilled over into Darfur and militarized the fighting. By 2003, the war involved national, regional, and global forces, including the powerful Western lobby, who now saw it as part of the War on Terror and called for a military invasion dressed up as “humanitarian intervention.” Incisive and authoritative, Saviors and Survivors will radically alter our understanding of the crisis in Darfur.

This question, deemed largely irrelevant in years past, is one that liberals can no longer afford to leave unanswered. While the 2006 midterm elections buoyed liberals, Democrats have in fact been losing ground with their African American base. In 1972, fewer than 10 percent of African Americans identified themselves as conservative; today nearly 30 percent-11.2 million-do. By contrast, the number of blacks who self-identify as liberal continues to decline, reaching a low of 13 percent in 2004.
