Book excerpt: This book investigates public service broadcasting (PSB) models in post-authoritarian regimes, and offers a critical inspection of the development of a Western European-originated PSB system in Asian transitional societies, in particular in Indonesia since the 1990's. Placing the case of Indonesia's PSB within the context of global media liberalization, this book traces the development of public service broadcasting in post-authoritarian societies, including the arrival of neoliberal policy and the growth of media oligarchs that favour free market media systems over public interest media systems. The book argues that Western European PSB models or 'BBC-like' models have travelled to new democracies, and that autocratic legacies embedded in former state-owned radio and television broadcasters have resisted pro-democratic media pressures. As such, similar to new PSBs in other post-colonial, transitional and global south regimes, such as in Arab states or Bangladesh, this book demonstrates that the adoption of PSB in Indonesia has not reflected the ideal PSB project initially envisaged by media advocates but was flawed in both media policy and governance. It explores the history of broadcast governance in authoritarian Indonesia, and considers how Western European PSB or 'British Broadcasting Corporation/BBC-like' models have travelled – somewhat uneasily – to new democracies, but also how autocratic legacies embedded in former state-owned radio and television channels have resisted external parties of pro-democratic media systems.

By looking at the institutional history of the Deutsche Wochenschau and its close relationship to the Federal Press Office, Jan Uelzmann traces the Adenauer administration's project of maintaining a government channel in an increasingly diverse, de-centralized, and democratic West German media landscape. Staging West German Democracy reconstructs the company's integral role in the planning, production, and dissemination of pro-government PR, and through detailed analyses reveals the films to celebrate the FRG as an economically successful and internationally connected democracy under Adenauer's leadership. Apart from providing election propaganda for Adenauer's CDU party, these films provided an important stabilizing factor for the FRG's project of explaining and promoting democracy to its citizens, and of defining its public image against the backdrops of the Third Reich past and a competing, contemporary incarnation of German nationhood, the German Democratic Republic (GDR). In this regard, Staging West German Democracy adds in important ways to our understanding of the media's role in the West German nation building process.

The findings of an in-depth analysis of both news broadcastings conducted over a period of one week, suggest the major differences to be 1) in the focus on certain news topics, in the reporting style in terms of 2) balance of opinions, 3) complexity of the issue presented and 4) type and way of language used, and finally 5) in the underlying tone or appeal to the audience.RTL aktuellfor example reports less political topics, in a less balanced and complex way. This might be due to a younger audience that is appealed to, and due to expectedly higher ratings, which are hoped to attract more advertisers. These findings suggest that the type of broadcasting system influences the news selection and presentation. Hence, it can be underlined how significant an independent public broadcasting system is for a democracy.
