Book excerpt: The rapid development of optical fiber transmission technology has created the possibility for constructing digital networks that are as ubiquitous as the current voice network but which can carry video, voice, and data in massive qlJantities. How and when such networks will evolve, who will pay for them, and what new applications will use them is anyone's guess. There appears to be no doubt, however, that the trend in telecommunication networks is toward far greater transmission speeds and toward greater heterogeneity in the requirements of different applications. This book treats some of the central problems involved in these networks of the future. First, how does one switch data at speeds orders of magnitude faster than that of existing networks? This problem has roots in both classical switching for telephony and in switching for packet networks. There are a number of new twists here, however. The first is that the high speeds necessitate the use of highly parallel processing and place a high premium on computational simplicity. The second is that the required data speeds and allowable delays of different applications differ by many orders of magnitude. The third is that it might be desirable to support both point to point applications and also applications involving broadcast from one source to a large set of destinations.

In the absence of ubiquitous, high-speed ¡°broadband¡± Internet connections for residential and small-business customers, the demand for IT equipment and new Internet service applications may stagnate. Broadband policy is controversial in large part because of the differences in the regulatory regimes faced by different types of carriers. Cable television companies face neither retail price regulation of their cable modem services nor any requirements to make their facilities available to competitors. Local telephone companies, on the other hand, face both retail price regulation for their DSL service and a requirement imposed by the 1996 Telecommunications Act that they ¡°unbundle¡± their network facilities and lease them to rivals. Finally, new entrants are largely unregulated, but many rely on facilities leased from the incumbent telephone companies at regulated rates to connect to their customers. This asymmetric regulation is the focus of this volume, in which telecommunications scholars address the public policy issues that have arisen over the deployment of new high-speed telecommunications services. Robert W. Crandall is a senior fellow in the Economic Studies program at the Brookings Institution. Significant progress has been made toward the development of gigabit network technology since the basic characteristics of the design of broadband networks began to emerge in the mid-1980s. No insurmountable technological barriers to the gigabit National Research and Education Network (NREN) appear to exist, as work in the testbeds (i.e., initial testing programs) is demonstrating. Testbed networks model the configuration in which the technology is expected to be deployed, in that test sites are separated by realistic distances and realistic technological applications will be used. Testbed applications research helps researchers understand how the NREN can be used to achieve science goals and as a testbed in itself, demonstrating technology that can be deployed more widely. The following topics are reviewed: (1) the Internet; (2) broadband network technology; (3) gigabit research; and (4) application of testbed research.
