For a precedent, one must look to the interwar period and in particular to the Great Depression of the 1930s. It follows that recent years have been marked by a resurgence of interest amongst academics in interwar unemployment. The debate has been contentious. There is nothing like the analysis of a period which recorded rates of un employment approaching 25 per cent to highlight the differences between competing schools of thought on the operation of labour markets. Along with historians, economists whose objective is to better understand the causes, character and consequences of contemporary unemployment and sociologists seeking to understand contemporary society's perceptions and responses to joblessness have devoted increasing attention to this his torical episode. Like many issues in economic history, this one can be approached in a variety of ways using different theoretical approaches, tools of analysis and levels of disaggregation. Much of the recent literature on the func tioning of labour markets in the Depression has been macroeconomic in nature and has been limited to individual countries. Debates from the period itself have been revived and new questions stimulated by modem research have been opened. Many such studies have been narrowly fo cused and have failed to take into account the array of historical evidence collected and anal~sed by contemporaries or reconstructed and re- inter preted by historians.

From the cutting back of the Poor Law after 1834 to Parliament’s abrupt about-face in 1906 with the adoption of the Liberal Welfare Reforms, Boyer offers new explanations for oscillations in Britain’s social policies and how these shaped worker well-being. The Poor Law’s increasing stinginess led skilled manual workers to adopt self-help strategies, but this was not a feasible option for low-skilled workers, many of whom continued to rely on the Poor Law into old age. In contrast, the Liberal Welfare Reforms were a major watershed, marking the end of seven decades of declining support for the needy. Concluding with the Beveridge Report and Labour’s social policies in the late 1940s, Boyer shows how the Liberal Welfare Reforms laid the foundations for a national social safety net. A sweeping look at economic pressures after the Industrial Revolution, The Winding Road to the Welfare State illustrates how British welfare policy waxed and waned over the course of a century.

Book excerpt: Originally published in 1973, the aim of this work was to discuss the various factors governing the rate of growth of the British economy since the First World War. It endeavours to explain – or at least to provide the groundwork for an explanation of – the movements of aggregate production and productivity in this period. In so doing it examines two particular, and partly antithetical questions: why Britain exceeded the predictions of economic theorists who, until at least the Second World War, had forecast a retardation of growth in all mature industrial economies; and why, especially since 1950, the economy has expanded less quickly than many professional economists, and almost all politicians, thought possible. The authors look, in turn, at the changing trends in effective economic demand, both domestic and foreign; the supply of labour and capital; and the role of management and the state in fostering growth. Their object is to produce a balanced mixture of the available historical and statistical evidence and the relevant economic theory. They introduce their readers, at the same time, to the more specialized works of both disciplines. The book is the product of a fruitful collaboration between an economist and a historian, both with considerable experience in teaching students, combining their two subjects. It marries, accordingly, the qualities of apt and informative use of evidence, wide-ranging theoretical discussion, and clarity of exposition.
