Book excerpt: Drawing upon an impressive range of international sources, this book explores the late-nineteenth century partnership between Bradford worsted manufacturers the Briggs brothers and the German merchant Ernst Posselt, and their subsequent foreign direct investment in a modern factory and workers’ community at Marki, near Warsaw in Poland. Protectionism and increasing foreign competition are discussed, among many complex economic pressures on British industry, as likely catalysts for this enterprise and the general historiography of the Polish lands is explored to reveal a climate of extraordinary opportunity for well-capitalised foreign industrialists in this period. British, Polish and German press and archival documents, as well as Russian police and factory inspectors’ reports reveal the everyday experience of Polish factory workers and British consular correspondence provides fascinating insight into the machinations of the entrepreneurs and Warsaw’s cosmopolitan business community. Through the development and domination of market and raw materials sources, this venture is shown to have monopolised worsted manufacture in the Russian Empire, using state of the art technology to create, and modern marketing techniques to promote, its product range and evolving image. Marki was described in 1886 as ’a second edition of Saltaire’ and latterly as ’the Polish Bournville or Port Sunlight’, thus aspects of British and Polish social history are compared to assess the efficacy of introducing the model-community concept, in combination with a radical employment policy, to less industrially-developed Poland. The experiences of an expatriate community of skilled Yorkshire foremen and their instrumentality in diffusing British industrial technology throughout the Russian Empire are described. The post-communist government and the Balcerowicz reform could not, by themselves, transform Poland. External know-how was needed to provide expertise and to help develop pathways and partnerships. Management and Organisation Development was a major theme in multilateral and bilateral assistance programmes for Poland throughout the 1990s. Scholarships and direct training were provided by some donors. Most of the help in this sector from the British Know How Fund went into developing regionally-based business schools and management training centres. Part I of this book gives the historical and technical background from both the Polish and donor points of view. Part II looks more closely at some of the technical issues in the process-the development of trainers and training methods and materials, of new and relevant courses, of international partnerships and of local markets. The final part of the book assesses the current context in which Polish management educators and trainers operate and outlines some of the issues (EU accession, the attitudes of managers, the impact of IT, and so on) which will have to be faced by both business schools and practising managers in the next decade.

Entry and Exit Rates of Businesses are about 10 % in the EU (European Union) and are even more in Poland. Noreen Doyle described it as the backbone for a lasting and effective business environment. As well as in the Transitional Period, which will be examined in detail in this paper, as in the accession phase of Poland to become member of EU, the development of the SME Sector will determine the future of Poland to a great extent. After defining this Sector, I will show the development separated in phases since 1980. In the following chapter, I will try to sum up the most important influencing factors for SMEs. Finally, I will consider some specific problems of Poland joining the EU.
