Book excerpt: The Ottoman Empire was one of the main belligerent Powers in the First World War which ended the long nineteenth century and ushered in the modern era. Indeed, it would not be wrong to say that the Empire was among the major six Powers that fought over four years. The Ottomans fought at no less than twelve fronts in a vast geography extending from European theaters like Galicia to Mespotamia and the Canal. The war at the Caucasus and the abortive Allied landing on the Gallipoli Peninsula directly affected the causes of the October Revolution in 1917. The Ottoman Empire sued for armistice only ten days before Germany did so. Moreover, the results of the Ottoman engagement deeply affected the shape of the modern Middle East in a singular way. However, the role of the Ottoman Empire in the First World War has only rarely been studied in a scholarly fashion. Years of neglect ended up with the overbearing and simplistic notion that the Ottoman leadership was already pro-German and there was no way for the Entente Powers to stop them from aligning with Germany. As amply demonstrated in this study, this was not the case at all. All those crises that preceded the outbreak of the First World War, beginning from the Annexation Crisis of 1908, to the Libyan and Balkan Wars up to the Liman von Sanders Crisis just months away from August 1914, directly involved the Ottomans. Given the long history of Russo-Turkish wars, there was no way for the Ottomans to lightly discount the imminent danger they found themselves squarely facing in August 1914. Their fear that Tsarist Russia would not miss the opportunity arising in the midst of the great upheaval to settle once and for all the issue of Constantinople and the Straits, the crux of the age old Eastern Question was the dominant factor in their mind. The present study is a diplomatic history of the crises years from 1908 to the entry of the Ottoman Empire to the Great War at the end of October 1914. CONTENTS PREFACE CHAPTER 1. Today's endorsement by Western governments of repressive regimes in countries from Kazakhstan to Pakistan and Saudi Arabia in the name of fighting terror only reinforces this opinion. In Just Politics, C. William Walldorf Jr. challenges this conventional wisdom, arguing that human rights concerns have often led democratic great powers to sever vital strategic partnerships even when it has not been in their interest to do so.Walldorf sets out his case in detailed studies of British alliance relationships with the Ottoman Empire and Portugal in the nineteenth century and of U.S. partnerships with numerous countries—ranging from South Africa, Turkey, Greece and El Salvador to Nicaragua, Chile, and Argentina—during the Cold War. He finds that illiberal behavior by partner states, varying degrees of pressure by nonstate actors, and legislative activism account for the decisions by democracies to terminate strategic partnerships for human rights reasons.To demonstrate the central influence of humanitarian considerations and domestic politics in the most vital of strategic moments of great-power foreign policy, Walldorf argues that Western governments can and must integrate human rights into their foreign policies. Failure to take humanitarian concerns into account, he contends, will only damage their long-term strategic objectives.

This material is used to build up a detailed and incontrovertible study of British policy, which shows the extent to which it was governed by self-interest even when support for Armenia was its most altruistic. Once Britain secured predominance in the Persian Gulf, she lost all her interest in Armenian territory and the dilemma was posed when the war ended: not only did she no longer need Armenia but also had to decide who to support in Russia. Armenia lost out on all sides and was compelled eventually to adapt herself to the policies of the surrounding countries. This is an interesting read for scholars and researchers of international relations and international political history.

This study examines tis fact via two historical events concerning the development of the Province - the process of establishment and administrative organization of Eastern Rumelia (1878-1879) and the event of unification between the Province and the Principality of Bulgaria. It argues that the British authorities created the Province of Eastern Rumelia and later they defended the act of unification with the purpose to thwart the Russian political advancement in the Balkans. The British political aim was successfully accomplished as Russia achieved to preserve its political domination in the Province only until 1885 when it opposed the act of unification. This research is based on archival documentary sources and secondary sources. The archive collections used for preparation of this work are the collections of the Foreign Office of the National Archive. The existing historiography on the issue of Eastern Rumelia is very limited as regards the variety of examined topics, though a considerable number of researches are dedicated to the act of unification and the political, cultural and economic development of the Province from 1878 to 1885.
