Book excerpt: Britain's role at the Geneva Disarmament Conference has traditionally been seen as that of 'Honest Broker', mediating between the conflicting demands of Germany, who sought release from the disarmament restrictions of the Treaty of Versailles, and France who feared a resurgent Germany. Britain maintained that she had already disarmed to the lowest level compatible with her own perceived security needs, and therefore given the lead to other powers to follow her example. This analysis will show that the traditional interpretation of British policy at the Conference needs to be drastically revised. Whilst publicly paying lip-service to international disarmament, the British Government privately followed policies designed to improve Britain's position relative to other major powers, seeking to increase, rather than decrease, the level of her armaments. Thus, Britain must bear a far larger share of responsibility for the failure of the Conference than has hitherto been assumed.

The heads of state from the United States, the Soviet Union, Britain, and France came together in an attempt at diplomatic dialogue, primarily over the questions of German unification, European security, and nuclear disarmament. Although the summit ended with no tangible results, its ramifications were extensive, and it provided the world with a brief repose from escalating East-West tension. In Cold War Respite twelve scholars writing from several national perspectives investigate in riveting detail how that event—examined only in passing until now—came about, why its “spirit” was so short-lived, and what its subsequent impact was on the development of the cold war. Making use of newly -declassified archives in the United States, France, Britain, and Russia, the authors provide some of the latest research and insights into early cold-war history as they track the crucial period from Stalin’s death in 1953 until the summit. They consider John Foster Dulles’s policy at Geneva and the meeting of the four foreign ministers that followed the summit. As the essayists attest, the psychological effects of the summit were of immense significance to the history of international relations and reveal the complexity and dynamism of foreign affairs during the decades following World War II. While some argue that the series of international crises beginning in 1958 and culminating in 1962 might have been averted if the Geneva conference had been pursued more eagerly, others argue that it is a credit to the summit that those events are studied today as examples of crisis management and not of nuclear war.

Book excerpt: Since the use of poison gas during the First World War and the dropping of atomic bombs on Japan at the end of the Second World War, nuclear, biological or chemical (NBC) weapons have registered high on the fears of governments and individuals alike. Recognising both the particular horror of these weapons, and their potential for inflicting mass death and destruction, much effort has been expended in finding ways to eliminate such weapons on a multi-lateral level. Based on extensive official archives, this book looks at how successive British governments approached the subject of control and disarmament between 1956 and 1975. This period reflects the UK's landmark decision in 1956 to abandon its offensive chemical weapons programme (a decision that was reversed in 1963, but never fully implemented), and ends with the internal travails over the possible use of CR (tear gas) in Northern Ireland. Whilst the issue of nuclear arms control has been much debated, the integration of biological and chemical weapons into the wider disarmament picture is much less well understood, there being no clear statement by the UK authorities for much of the period under review in this book as to whether the country even possessed such weapons or had an active research and development programme. Through a thorough exploration of government records the book addresses fundamental questions relating to the history of NBC weapons programmes, including the military, economic and political pressures that influenced policy; the degree to which the UK was a reluctant or enthusiastic player on the international arms control stage; and the effect of international agreements on Britain's weapons programmes. The effort to limit military power has enjoyed recurring support since shortly after World War I, when the United States, Britain, and Japan sought naval arms control as a means to insure stability in the Far East, contain naval expenditure, and prevent another world cataclysm. Richard Fanning examines the efforts of American, British, and Japanese leaders— political, military, and social—to reach agreement on naval limitation between 1922 and the mid-1930s, with focus on the years 1927-30, when political leaders, statesmen, naval officers, and various civilian pressure groups were especially active in considering naval limits. The civilian and even some military actors believed the Great War had been an aberration and that international stability would reign in the near future. But the coming of the Great Depression brought a dramatic drop in concern for disarmament. This study, based on a wide variety of unpublished sources, compares the cultural underpinnings of the disarmament movement in the three countries, especially the effects of public opinion, through examination of the many peace groups that played an important role in the disarmament process. The decision to strive for arms control, he finds, usually resulted from peace group pressure and political expediency. For anyone interested in naval history, this book illuminates the beginnings of the arms limitation effort and the growth of the peace movement.
