It forms a fundamental starting-point for an understanding of the distinctiveness of the emerging European states, and highlights the issue of fiscal power as an essential prerequisite for the development of the modern state. The study underlines the importance of technical developments by the state, its capacity to innovate, and, however imperfect the techniques, the greater detail and sophistication of accounting practice towards the end of the period. New taxes had been developed, new wealth had been tapped, new mechanisms of enforcement had been established. In general, these developments were made in western Europe; the lack of progress in some fiscal systems, especially those in eastern Europe, is an issue of historical importance in its own right and lends particular significance to the chapters on Poland and Russia. By the eighteenth century `mountains of debt' and high debt-revenue ratios had become the norm in western Europe, yet in the east only Russia was able to adapt to the western model by 1815. The capacity of governments to borrow, and the interaction of the constraints on borrowing and the power to tax had become the real test of the fiscal powers of the `modern state' by 1800-15.

In this second volume by contributors who meet regularly at symposia of the International Committee for the History of Technology (ICOHTEC), the research is again rooted in the investigation of the technology of explosives manufacture, but the fact that the chapters range in scope from the Old World to the New, from sources of raw materials in south-east Asia to the complications of manufacture in the West, shows that the story is more than the simple one of how an intriguing product was made. This volume is the first to develop the implications of the subject, not just in the sense of relating it to changing military technologies, but in that of seeing the securing of gunpowder supplies as fundamental to the power of the state and imperial pretensions.The search for saltpetre, for example, an essential ingredient of gunpowder, became a powerful engine of sea-going European trade from the early seventeenth century. Smaller states like Venice were unable to form these distant connections, and so to sustain a gunpowder army. Stronger states like France and Britain were able to do so, and became even more powerful as the demand for improved explosives fostered national strengths - leading to a development of the sciences, especially chemistry, in the former case, and of manufacturing techniques in the latter.

These were communicated to various publics in diverse ways; not only through discursive prose and formal notations, but also in the form of instruments and images accompanying texts. The collected essays of this volume examine the modes of transmission of this knowledge in a variety of contexts. The schematic representation of instruments is examined in the case of the 'navicula' (a versatile version of a sundial) and the 'squadro' (a surveying instrument); the new forms of illustration of plants and the human body are investigated through the work of Fuchs and Vesalius; theories of optics and of matter are discussed in relation to the illustrations which accompany the texts of Ausonio and Descartes. The different diagrammatic strategies adopted to explain the complex medical theory of the latitude of health are charted through the work of medieval and sixteenth-century physicians; Kepler's use of illustration in his handbook of cosmology is placed in the context of book production and Copernican propaganda. The conception of astronomical instruments as either calculating devices or as cosmological models is examined in the case of Tycho Brahe and others. A study is devoted to the multiple functions of frontispieces and to the various readerships for which they were conceived. The papers in the volume are all based on new research, and they constitute together a coherent and convergent set of case studies which demonstrate the vitality and inventiveness of early modern natural philosophers, and their awareness of the media available to them for transmitting knowledge.
